The Norman Board of Parks Commissioners of the City of Norman, Cleveland County, State
of Oklahoma, met in Council Chambers on the 3rd day of May, 2018 at
5:30 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street,
24 hours prior to the beginning of the meeting.
ITEM 1, being:
ROLL CALL
Present: Chairman Dolan, Commissioners Favors, Isacksen, Rogers, Sallee
and Salmond
Absent: Commissioners Hoover, Moxley and Wright
City Officials
Present: Jud Foster, Director of Parks and Recreation
James Briggs, Park Planner
Jason Olsen, Interim Recreation Superintendent
Karla Chapman, Administrative Technician IV
ITEM 2, being:
APPROVAL OF THE APRIL 5, 2018 MEETING MINUTES
Commissioner Salmond made the motion and Commissioner Isacksen seconded to approve
the minutes. The vote was taken with the following results:
YEAH: Chairman Dolan, Commissioners Favors, Isacksen, Rogers, Sallee
and Salmond
NAY: None
ITEM 3, being:
APPROVAL OF THE AGENDA
Commissioner Salmond made the motion and Commissioner Isacksen seconded to approve
the agenda. The vote was taken with the following results:

ITEM 4, being
DISCUSSION REGARDING RELOCATION OF BLAKE BALWIN SKATEPARK
Mr. James Briggs, Park Planner, said there were two site options for relocating those
components which would not be placed in Lions Memorial Park. He said the 12th Avenue
Recreation Center was looked at, but it was determined that it would not work because of the
adjacent school property; and Oaktree South Park was considered; however, that site is not
large enough to accommodate another skate park component.
Mr. Briggs said one set of skate park components has already been relocated to Colonial
Commons Park and relocating additional components will give skaters more features at that
site without pouring additional concrete.
Commissioner Rogers said the components will be repainted after the new design is approved
by Art Council. Mr. Briggs said yes, the two themes for the skatepark components will be
Fire and Earth.
Commissioner Sallee said Tulls Park was mentioned by a citizen during public comments at
the April Park Board meeting and asked if it was considered. Mr. Briggs said Tulls Park
does not have enough space and trees would need to be removed. Mr. Jud Foster, Parks and
Recreation Director, said Tulls Park is located in close proximity to residential homes and
therefore a skatepark would not be ideal at this park site.
Mr. Briggs said the skatepark pieces have already been taken apart, transported very well
and are going back together nicely. Commissioner Isacksen asked whether or not skaters
will be able to get enough acceleration at Colonial Commons and Mr. Briggs said yes.
Commissioner Salmond asked whether new signage has been put up at the skatepark
locations and Mr. Briggs said no; however, new signage will be installed soon.
Mr. Foster said eventually a new Blake Baldwin Skatepark will be constructed at Andrews
Park. He said plans are to incorporate some of the old components with new and have a
large concrete bowl. Chairman Dolan said Rhonda Baldwin has raised private funds and the
City will use Norman Forward funds as well.
Chairman Dolan asked whether or not the excavation at Lions Memorial Park was rectified
and Mr. Briggs said yes the contractor has done so.
Chairman Dolan said the Park Board needed to approve and make a recommendation for the
proposed relocation of Blake Baldwin Skate Park to Colonial Commons Park. Commissioner
Sallee made the motion to recommend the proposed relocation of Blake Baldwin Skate Park
to Colonial Commons Park and Commissioner Isacksen seconded. The vote was taken with
the following results:
YEAH: Chairman Dolan, Commissioners Favors, Isacksen, Rogers, Sallee
and Salmond

ITEM 5, being
MISCELLANEOUS
The Park Board will take a park tour after adjourning tonight’s meeting to the following
parks: Oakhurst Park, Sonoma Park, Oaktree South Park, Colonial Commons Park, Adkins
Park, Prairie Creek Park, Ruby Grant Park, and concluding at Westwood Family Aquatic
Center.
