Councilmember Scott said she attended the Women's March on Saturday, January 25th, and there was a land recognition and address by the Missing and Murdered Indigenous Women's Coalition. She said there are many bills going to the State Legislature to address this crisis and she implored everyone to contact their legislators and encourage them to move forward with these bills. * Ward 8 Meeting was Held. Councilmember Scott said the Ward 8 Meeting was held on Sunday, January 26th and although it was a small group, it was a good meeting. * Public Transportation. Councilmember Holman said he chairs the Community Planning and Transportation Committee which meets the fourth Thursday of every month at 4:00 p.m. at City Hall. During the meeting, members discuss the monthly Ridership Reports for Public Transit as well as an update of year to date. He invited the public to attend in order to get information about public transit. * Homelessness. Councilmember Scanlon said he went to the Warming Shelter last night and there were 33 people, 8 females and 25 males. He said it had been reported in the Ad Hoc to Address Homelessness Meeting, there have been 140 different people who have come to the Warming Shelter and of that number, 111 had never been served before. He said there was a man at the shelter last night that had gotten a job and asked if he could stay until he received a paycheck. He said that is the result he likes to see. Councilmember Petrone said there is also a huge need for a day shelter. Councilmember Bierman said she met a man in his mid-thirties who had gotten a divorce last year and his wife ended up h the house. He was laid off of his job within a month. He got help from friends while he tried to find a job and in the meantime his car was repossessed. He said he had been staying at the City Rescue Mission in Oklahoma City and then came to Norman. She said he knew nothing about City resources and was grateful to know about them. * City Council Minutes Page 28 January 28, 2020 Miscellaneous Discussion, continued: Point in Time. Councilmember Scanlon said many participated in "Point in Time" count on Thursday, January 23rd, and the homeless encampments are no longer in Sutton Wilderness. Councilmember Petrone said the "Point in Time" count was a major success and she was impressed at how many volunteers came to help out. She said collecting the numbers is a mass undertaking for our staff and they will share it when it is ready. She said she is grateful also for the help of the Continuum of Care (COC) members. Councilmember Bierman said she was on one of the teams that went out to Lake Thunderbird. She discovered just how many nooks and crannies this City has and how much trash can gather in those areas. Mayor Clark said she brought some students with her and they went to Sutton Wilderness. She said it is nice to see that people have moved on; however, there will be massive cleanup effort. She said she and her family have already taken trash bags there and picked up trash. Mr. Darrel Pyle, City Manager, said the census results will be provided as soon as possible. * Congratulations Joan Greenleaf. Councilmember Hall congratulated Joan Greenleaf, Ward 4, for being reappointed to the Norman Regional Hospital Authority. * Flu Epidemic. Councilmember Petrone said since September 1st through Mid-January, there have been 1,115 hospitalizations and/or deaths in Oklahoma related to flu. She encouraged everyone to get their flu shot and to practice good hygiene. She said during the Ad Hoc Committee to Address Homelessness meeting, the representative for Norman Regional Health Systems was able to get 70 flu vaccines for the homeless population. * Public Meeting on Budget. Councilmember Petrone said the Public Meeting on the Budget held Monday, January 27th, was successful and there were some great ideas. She said she looks forward to Council investigating further. She said there are several underfunded projects and it is important to include everyone in the process. Councilmember Carter said he missed the Budget Meeting but he watched it on You Tube. He was encouraged by the positive tone. He said Council took criticism about assuming money would be there but as a businessman, he knows that a budget is based on assumptions. * Interest in Managing Stormwater. Councilmember Carter said he is noticing a cultural shift where people are really starting to appreciate and find value in managing stormwater correctly and preserving trees. * Dallas Amenities. Councilmember Bierman said she and her husband recently went on a Brewery Tour in Dallas. She said one brewery had permeable parking and the "DART" Transportation System in Dallas works really well. She said these types of things will eventually come to Norman. She said the Uber drivers had digital advertising signboards attached to their vehicles which will need to be discussed before allowed in Norman. * City Council Minutes Page 29 Ja!}uary 28, 2020 Upcoming Events: Ward 4 Meeting. Councilmember Hall announced her Ward 4 Meeting will be Wednesday, January 29th, from 6:30-7:30 p.m. at the Norman Central Library in the Pioneer Room on the third floor. She said Mr. Tim Vermillion, City Forester, will be the guest speaker, because trees are a hot issue in Ward 4. Oversight Committee Meeting. Councilmember Bierman said the next Oversight Committee Meeting is Thursday, February 13th at 4:00 p.m. She said the topics are: Central Norman Zoning Overlay District (CNZOD); tools to address density in the ways that Council wants; and aligning the tobacco ordinance to include vaping. If it looks like there is room on the agenda, an ordinance related to banning advertisements thrown in residents' yard might be added. Tour of Water Reclamation Facility. Mayor Clark announced a tour of the Water Reclamation Facility at 10:00 a.m. Saturday, February 1st.
