MINUTES
It is the policy of the City of Norman that no person or groups of persons shall on the grounds of
race, color, religion, ancestry, national origin, age, place of birth, sex, sexual orientation, gender
identity or expression, familial status, marital status, including marriage to a person of the same
sex, disability, retaliation, or genetic information, be excluded from participation in, be denied the
benefits of, or otherwise subjected to discrimination in employment activities or in all programs,
services, or activities administered by the City, its recipients, sub-recipients, and contractors. In
the event of any comments, complaints, modifications, accommodations, alternative formats,
and auxiliary aids and services regarding accessibility or inclusion, please contact the ADA

REPORTS
1. Overview of the Mid-Main Neighborhood Programs
The Mid-Main District encompasses the First Courthouse & Original Townsite
neighborhoods in core Norman. The purpose of this program is to help encourage
neighborhood revitalization, organization, and homeownership. In addition to
neighborhood wide improvements, specific projects to benefit individual owner
occupied households will be available. For the direct assistance programs, in addition
to being located within the Mid-Main district, the households must be under 80% of the
median income to qualify. Including a new staff position, this program will offer:

Home Exterior Maintenance
•Available to income-qualifying, owner-occupied homes in Mid-Main
neighborhood.
•Maximum assistance is $23,000.
•Lead-based paint interim control costs are included in this maximum dollar
amount.
•The home must be owner-occupied. Proof of ownership and residency is
required.
•Unit must be habitable.
•Must disclose all debt, non-liquid and liquid assets.
•Demonstrate property is not in danger of foreclosure for any reason.
•Must commit to all repairs identified by City staff according to Housing Exterior
Maintenance Program Work Order, particularly those that violate the city’s
property maintenance code.
•Owner must fund any cost associated with rentable portion of the property
•No mortgage or lien will be filed against the property.
Safe & Tidy
• One time assistance to have unwanted and heavy items removed by an
insured contractor
Trees
• Removal of damaged trees by an insured contractor.
• Planting of new trees.
Down Payment Assistance
• Down Payment and Closing Cost Assistance in the form of a forgivable loan
for qualified buyers up to $14,999 to purchase a home.
• Homebuyer Education Required.
• If the buyer occupies the home for the full 5 year affordability period, 100% of
the loan is forgiven.
• Other program restrictions, requirements and guidelines apply.
2. Carry Over CDBG & HOME Funding and Programs
This topic will be discussed more in depth at the next meeting, but around $200,000 of
carry over money was rolled into housing rehabilitation, and unused public service
funds are rolling over into the Mid-Main program.

Councilmember Ball visited Thunderbird Clubhouse and it was a nice visit.
It is unsure whether the Financial Alliance of Norman is still active.
