Community Development Block Grant Policy Committee Meeting

City of Norman CDBG Policy Committee February 20, 2019 The CDBG Policy Committee of the City of Norman, Cleveland County, State of Oklahoma, met for the Regular Meeting on February 20, 2019 at 6:00 p.m. Notice and Agenda of the meeting were posted at 201 W Gray Building A, the Norman Municipal Complex and at www.normanok.gov twenty-four hours prior to the beginning of the meeting. The meeting was called to order by Lisa Krieg. ITEM NO. 1 BEING: Roll Call. MEMBERS PRESENT: Kyle Lankford Heidi Smith Michelle Jackson Kendel Posey Jayne Crumply David John Cindy Gordon Michelle Statham Kamala Jolly Stewart MEMBERS ABSENT: STAFF MEMBERS PRESENT: Lisa Krieg, CDBG /Grants Manager Tara Reynolds/Admin Tech III Michelle Evans/Homeless Programs Coordinator James Heath/ Rehabilitation Specialist ~~~~~ ITEM NO. 2 BEING: Approval of Agenda. Motion by Kendel Posey for approval; Second by Jayne Crumply. All Approve. ~~~~~ ITEM NO. 3 BEING: Approval of the Minutes from the February 6, 2019 meeting. Motion by Kendel Posey to approve; Second by Heidi Smith. All approve. ~~~~~ ITEM NO. 4 BEING: Update of ongoing projects. Lisa Krieg informed the committee that the tree planting project began this week. There was a good amount of addresses opt out of the trees but will have approximately 120 trees installed. Sixty in Old Silk Stocking and 60 in First Courthouse. ~~~~~ ITEM NO. 5 BEING: Basic principles of Affordable Housing. Lisa Krieg combined items 5, 6, and 7 into a slideshow presentation. Discussion centered on types and techniques of affordable housing and the assistance that the CDBG program can provide for low and moderate income households in maintaining their properties. Additional discussions were held on the Affordable Housing efforts that the HOME program has undertaken in conjunction with the Norman Affordable Housing Corporation and the Norman Community Housing Development Organization. CDBG Policy Committee Meeting February 20, 2019 Page 2 ~~~~~ ITEM NO. 6 BEING: Overview of the HOME Investment Partnership Program. ~~~~~ ITEM NO. 7 BEING: Presentation of the Housing Rehabilitation Programs. Lisa Krieg informed the Committee that an Exterior Maintenance Repair Program is being developed to target the Original Townsite Neighborhood. This project would target projects such as exterior painting, tree removal, fence removal, and garage or shed removal. ~~~~~ ITEM NO. 8 BEING: Announcements. Announcement clarified that the next meeting will be March 7, 2019. A Thursday instead of the regular Wednesday meeting date. ~~~~~ ITEM NO. 8 BEING: Adjournment.
