March 7, 2019
The CDBG Policy Committee of the City of Norman, Cleveland County, State of Oklahoma, met for the
Regular Meeting on March 7, 2019 at 6:00 p.m. Notice and Agenda of the meeting were posted at 201 W
Gray Building A, the Norman Municipal Complex and at www.normanok.gov twenty-four hours prior to
the beginning of the meeting.
The meeting was called to order by Lisa Krieg at 6:04pm.

ITEM NO. 2 BEING: Approval of Agenda.
Motion by Karan Canavan for approval; Second by Jayne Crumply. All Approve.

ITEM NO. 3 BEING: Approval of the Minutes from the February 20, 2019 meeting.
Motion by David John to approve; Second by Emily Wilkins. All approve.

ITEM NO. 4 BEING: Update of ongoing projects.
Lisa Krieg informed the committee that the tree planting project will finish either March 8 or March
11.They are still waiting on a cost estimate for the Miller curbing project, and waiting for Cate Park
project. The Norman Affordable Housing Corporation bought a house on Barbour Street for $100,000,
and have located a duplex to purchase, which will be on the next City Council agenda for approval.

ITEM NO. 5 BEING: Discussion of possible neighborhood projects.
Another tree planting project was discussed, with more advance planning and location analysis. There
was also discussion about the Miller curb project, and more housing projects for the Norman Affordable
Housing Corporation.

ITEM NO. 6 BEING: Overview of the Homeless Coordination Program.
Michelle Evans, the Homeless Programs Coordinator, gave an overview of the City of Norman’s efforts
to curb homelessness. They did the first head count (outside of the annual Point in Time Count) of the
homeless in Norman in October of 2014, and identified 49 chronic homeless. Using the CCM
(Coordinated Case Management) and COC (Continuum of Care) in 2018 the City of Norman reached
functional zero for homeless veterans. The Program also participates in PIT (Point in Time) as mandated
by HUD, where each year in January there is a count of all the homeless in Norman. This is simply a
snapshot of homelessness whereas the By-Name-List that the Coordinated Case Management Committee
utilizes is a real time analysis. There was a request for the organizational chart for COC, and a suggestion
to get church involvement for supplies.

ITEM NO. 7 BEING: Budget Projections for FY20.
There are no numbers from HUD available yet, but it is expected to be the same funding as last year. The
meetings for next year will be scheduled to start in November.

ITEM NO. 8 BEING: Announcements.
Karen Canavan specified that the duplex to be purchased are three bedroom units that one will be made
ADA accessible.
