City of Norman CDBG Policy Committee April 3, 2019 The CDBG Policy Committee of the City of Norman, Cleveland County, State of Oklahoma, met for the Regular Meeting on March 7, 2019 at 6:00 p.m. Notice and Agenda of the meeting were posted at 201 W Gray Building A, the Norman Municipal Complex and at www.normanok.gov twenty-four hours prior to the beginning of the meeting. The meeting was called to order by Lisa Krieg at 6:02pm. ITEM NO. 1 BEING: Roll Call. Motion by Karan Canavan for approval; Second by Heidi Smith. All Approve. ~~~~~ ITEM NO. 3 BEING: Approval of the Minutes from the March 7, 2019 meeting. Motion by Linn Blohm to approve; Second by Heidi Smith. All approve. ~~~~~ ITEM NO. 4 BEING: Proposed 2019-2020 (B19) Action Plan. Lisa Krieg presented and reviewed the 2019 (FYE20) Community Development Block Grant Budget. There is a CDBG budget of $843,653. Several neighborhood projects have been budgeted, such as $50,000 for a tree planting project, and $185,000 for a driveway improvement project in the Original Townsite neighborhood. The driveway improvement project is an area benefit that will be at no cost to the homeowners. There is $260,504 for Housing Rehabilitation, which includes accessibility modifications and exterior property maintenance. Administration costs are $145,149, and $100,000 is earmarked for acquisition of property for the Norman Affordable Housing Corporation. The HOME budget is $423,525. This includes $20,000 for administration costs, $63,530 for Community Housing Development Corporation, and $287,995 for affordable housing development, and $52,000 for the tenant based rental assistance program. CDBG Policy Committee Meeting April 3, 2019 Page 2 The Streets department will use funds from previous years to replace the curbs on Miller, and it is planned to install play equipment for children with disabilities at Cate Park. The planned project to make several Cart bus stops accessible is on hold as the stops might change. There is a vacant lot in the process of being purchased to be developed into Affordable Housing, but that is still in progress. CDBG is still waiting to receive their final budget numbers. Motion by Linn Blohm to approve the proposed budget. Second by Jayne Crumply. All approve. ~~~~~ ITEM NO. 5 BEING: Announcements CDBG will be moving into year 1 of their 5 year plan, so work will begin on the consolidated plan. This will include focus groups to ensure funding is being utilized in the target areas effectively. James Heath attended a HUD training for lead based paint.
