CITY OF NORMAN COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM The CDBG Neighborhood Meeting of the City of Norman, Cleveland County, State of Oklahoma, met for the Neighborhood Meeting on January 8, 2020, at 6:00 p.m. Notice and Agenda of the meeting were posted at the Norman Municipal Building and at www.Normanok.gov twenty-four hours prior to the beginning of the meeting. Lisa Krieg, CDBG Grant Manager called the meeting to order at 6:03pm. Item No. 1, being: Introductions. Members: Heidi Smith Ellen Frank Karen Canavan Linn Blohm David John Kendel Posey Andrea Marler Steven Cavallo Kamala Jolly Stewart City Staff: Lisa Krieg Tara Reynolds James Heath Item No. 2, being: Election of Chair & C-Chair Karen Canavan nominated Kyle Lankford and Heidi Smith as Co-Chairs, second Lynn Blohm. All approve. Item No. 3 being: Approval of the Minutes from the April 3, 2019 Meeting Motion by Karen Canavan to approve the minutes; Second by Lynn Blohm. All approve. Item No. 4 being: Review of the 2018-2019 Program Year and Consolidated Annual Performance Report Expenditures:  Admin & Planning: $132,833.72  Fair Housing Activities: $10,000  Public Services: 97,900.64  Bus Pass Program: $24,545  Built for ZERO: $67,415  Tree Planting Projects: $47,440  Purchase 1017 for Affordable Housing Corporation: $100,000  Housing Rehabilitation: $423,242.07  HOME funds: $529,159.28 Item No. 5 being: Discussion regarding 2019-2020 Program Year Timeline Meeting dates are January 22, February 12, 19, March 4, 18, April 1, 28, May 15. Item No. 6 being: Orientation for CDBG Policy Committee Members regarding the Community Development Block Grant Program – National Objectives and Eligible Activities  The Mission of the CDBG program is to promote the development of viable urban communities by providing principally for low and moderate income persons:  Decent Housing  Suitable living environment  Expanded economic opportunities CDBG was allotted $850,844 for FYE2020. HOME was allotted $374,974 for FYE2020. The three national objectives are:  Benefit to low and moderate income persons –persons with income 80% below median.  Can either be direct benefit or area benefit  Prevention or elimination of slum and blight.  Meeting an urgent need –defined as a serious and immediate threat to the health and welfare of a community of recent origin and with no other funding available to remedy it. Eligible Activities are:  Acquisition  Economic Development  Administration and Planning  Housing  Public Improvements  Public Services  Repayments of Section 108 Loans Discussion about possible uses of CDBG funds followed, including education, job training, job creation, homeowner classes, and down payment assistance opportunities.
