The meeting was called to order by Mr. Shawn O’Leary at 3:32 p.m.
Item No. 1, Approval of Minutes:
All seven members of the committee were present, and Amy Shepard called roll. Mr. O’Leary
called for a motion to approve the minutes from the meeting of April 5, 2021. A motion was
made to approve the minutes by Mr. Scott Sturtz. The motion was seconded by Mr. Bill
Scanlon. Mrs. Shepard called roll for approval, and the minutes were approved 7-0.
Item No. 2, Floodplain Permit Application No. 630:
Mr. O’Leary stated this application is for the installation of an emergency generator on a metal
frame at 535 S. Pickard Avenue, which is to be located in the Imhoff Creek floodplain. Dr.
Carrie Evenson gave the staff report for Floodplain Permit Application No. 630. Dr. Evenson
said the Applicant is Jeremy Steele and the Engineer is Adhir Agrawal with ARA & Associates.
Dr. Evenson said the applicant, Mr. Steele, was in attendance in Conference Room D while Mr.

Agrawal was in attendance via Zoom. Dr. Evenson said the application was for installation of
a generator and metal frame at 535 South Pickard Avenue, which is located in the Imhoff Creek
Special Flood Hazard Area (SFHA). Dr. Evenson said the property is located on the east side
of South Pickard Avenue between McNamee Street and West Boyd Street in the Westbrook
Addition with the majority of the house in the floodplain and the western side of the property
in the floodway. Dr. Evenson said the existing house is two story, approximately 1,670 square
ft with slab on grade construction built in 1945. Dr. Evenson said the location may seem familiar
because the committee previously approved Floodplain Permit Application No. 625 for this
property. Dr. Evenson said the Applicant is proposing to install an emergency generator on a
metal frame. Dr. Evenson said the legs of the metal frame will be made of angle iron and set in
concrete, and the bottom of the generator will be two (2) feet above the base flood elevation
(BFE). Dr. Evenson reviewed the engineered plans for the generator frame. Dr. Evenson said
according to the engineer’s calculations, approximately 0.01 cubic yards of fill in the form of
the metal frame will be brought into the floodplain and approximately 0.11 cubic yards of
excess compensatory storage was provided as a result of work completed under Floodplain
Permit No. 625. Dr. Evenson reviewed the applicable floodplain ordinances and confirmed all
ordinance requirements have been met. Dr. Evenson said staff recommended approval of
Floodplain Permit Application No. 630. Mr. O’Leary asked if there were any comments from
the applicant or representatives. Mr. Steele and Mr. Agrawal said the presentation was
thorough. Mr. O’Leary asked for questions from the committee or a motion. Mr. Sturtz
recommended approval of Floodplain Permit Application No. 630. Mr. Ken Danner seconded
the motion. Mr. Scanlon asked the applicant why this wasn’t included in Floodplain Permit
Application No. 625. Mr. Steele said he wanted to insure he had all the applicable information

and calculations completed out of respect for the committee and that at the time the previous
application was submitted some of the information was incomplete. Mr. Scanlon thanked Mr.
Steele for the information. Mrs. Jane Hudson reminded the applicant that two additional permits
would be required for the installation, electrical and plumbing. Mr. Steele acknowledged the
permit requirements and stated he would work with his contractors to procure them. Mrs.
Shepard called roll, and the committee voted to approve the application 7-0.
Item No. 3, Miscellaneous Discussion:
a) Mr. O’Leary stated that there was one application pending for the May 3, 2021 meeting.
b) Mr. O’Leary said the May 17, 2021 meeting had no pending applications at this time.
Item No. 4, Adjournment:
Mr. O’Leary called for a motion to adjourn. Mr. Danner motioned to adjourn and was seconded
by Mr. Scanlon. Mrs. Shepard called roll, and the motion was approved 7-0. Meeting adjourned
at 3:43 p.m.
