The notice and agenda of the meeting were posted at the City Municipal Building at 201 West Grey St on the 16th of April, 2021. The meeting agenda was also posted on the City of Norman website at www.normanok.gov. I. Call to Order and Roll Call Co‐Chairperson Mark Howery called the meeting to order at approximately 6:12 PM. Norman Animal Welfare Manager Trey Amrein, Norman Animal Welfare Supervisor Jeanne Snider Assistant City Attorney Michael Nash Rarchar Tortorello II. Discussion and Approval of the February Minutes A motion to approve the minutes was made by Sandy Moore‐Furneaux. Seconded by Kristy Wicker. The motion passed. III. Monthly Statistics, Division Updates  Mark Bechtel asked if there were any questions about the February and March statistics included in the packet. Mark said that April had gotten busy, and the shelter is seeing more animals coming in compared to last year when things were shut down due to the COVID‐19 pandemic. Rebecca Bean asked about the fostering program; she wanted to know whether anyone had reached out to those who had previously wanted to foster and not had the opportunity yet. Mark said that staff are working on building up the foster program and finding different ways to communicate and reach out to available fosters. Mark Bechtel went over the purchases that have been made with the donation account money. The window tint for the cat adoption windows and the back dog quarantine is up and working well. The replacement drain covers for the dog kennels were ordered three months ago, and he is anticipating they will be at the shelter soon. For the audio installation, Mark has gotten the third quote, and they are deciding which company they will choose. He is not moving forward with changing the doors out in the 404 dog room, from glass to bars, until later in the year to time it with the season when the shelter has lower intake and will not need the 404 room as often. Mark spoke about the COVID‐19 precautions still being used at the shelter. The shelter is still operating by appointments but is not turning away walk‐ins. The appointment process has been a big benefit for the front office staff. The front doors are still locked to maintain the city‐mandated 75% maximum occupancy. Mark Howery commented that the city had passed a goal of no kill of adoptable animals in 2011. Mark said he appreciated how the shelter has such a high live release rate month after month. Finally Mark Bechtel talked about the staff changes that had happened. Amy Jones, the shelter’s Registered Vet Tech, has filled the vacant animal welfare officer position. That leaves the shelter with an open RVT position to be filled. The second officer vacancy has been filled as well, and the new person’s first day was April 19th. IV. Discussion and Selection of Volunteer of the Year Nominees for the award were Jessica Beam, Dr. Jennifer Devine, Heidi Melton, and Emily Mick. Sandy Moore‐Furneaux made a motion to award Dr. Jennifer Devine and Jessica Beam with the volunteer of the year award. Kim Fairbanks seconded. Motion was passed. V. Update on Recent Events/Investigations  Jeanne Snider said criminal charges were pending against the owner of the zoo called “Animals of Rock Creek,” and they were in the process of moving animals to property outside of Norman City limits. Jamie Shattuck spoke about the dog shooting incident at the dog park that had occurred recently. Day shift patrol officers responded to that call. The district attorney is looking for additional information in that case. Shattuck said that the suspect not being arrested at the scene is not unusual if officers felt they needed more information or a better understanding before filing charges. VI. Follow up Discussion of Memorial for Henry Baskeyfield Kim Fairbanks had suggested a memorial bench for Animal Welfare Officer Henry Baskeyfield, who passed away in January. Mark Howery said he wasn’t sure how the committee would proceed in raising funds but would follow up on this at the next meeting. Jamie Shattuck said that he had been in contact with the Parks and Recreation department regarding the memorial bench and would send that information on to co‐chair Mark Howery. VII. Discussion of Animal Welfare Division Emergency Response Plan Mark Howery started the discussion by saying that the committee had heard from Trey Amrein in past years about Animal Welfare’s disaster response plan. One of the components of that plan is having four locations within the city already approved to be used as temporary animal housing areas in the event of a disaster. Trey Amrein said that the police department has a community disaster response plan already in place, and he will get back to the committee on the animal shelter’s specific plan at a later meeting. VIII. Discussion of Annual Reports to City Council/Mayor Co‐chair Mark Howery said that he would like to have the annual report ready to turn over to city council by May. Kim Fairbanks has made corrections and returned it to Howery. He will send out the updated annual report for members to review and be able to submit it to city council the first week in May and also do a presentation with the report. IX. Future Events and Call for Agenda Items for Next Meeting Topics for next meeting: the 2020 Annual Report and the Memorial for Henry Baskeyfield. Please email Mark or Rebecca with additional topics.
