GREENBELT COMMISSION MINUTES OF September 21, 2020 The Greenbelt Commission of the City of Norman, Cleveland County, State of Oklahoma, met for the Regular Meeting on September 21, 2020 at 5:30 p.m. Notice and Agenda of the meeting were posted at 201 W Gray Building A, the Norman Municipal Complex and at www.normanok.gov twenty-four hours prior to the beginning of the meeting. The meeting was held by Zoom as a virtual meeting. ITEM NO. 1 BEING: CALL TO ORDER. Chair George Dotson called the meeting to order. ~~~~~ ITEM NO. 2 BEING: ROLL CALL. Motion by Robert Huskey for approval; Second by Mark Nanny. All approve. ITEM NO. 4 BEING: Review of the Greenbelt Enhancement Statements: CONSENT DOCKET GBC 20-15 Applicant: Ethan Castleberry Norman Greenbelt Commission September 21, 2020 Page 2 Project: Sandplum Hills Location: Post Oak Rd. and 132nd Ave. S.E. Request: COS, Rural Certificate of Survey Zoning: A-2, Rural Agricultural District NORMAN 2025 Land Use: Country Residential and Flood Plain Commissioner Comments: No additional comments from the Commissioners. GBC 20-16 Applicant: Charles and Anita Harmon Project: Harmon Estates Location: 5500 E. Rock Creek Rd. Request: COS, Rural Certificate of Survey Zoning: A-2, Rural Agricultural District NORMAN 2025 Land Use: Country Residential Commissioner Comments: Discussion on the location of any trail – Jack Burdett with the Engineering Division, with the City, stated there is a 20’ trail easement on Rock Creek Road that is accounted for in the Certificate of Survey. GBC 20-17 Applicant: Mike Dillard Project: Dillard Estates Location: 7161 W. Robinson St. Request: COS, Rural Certificate of Survey Zoning: A-2, Rural Agricultural District NORMAN 2025 Land Use: Floodplain Commissioner Comments: Discussion on the location of access – Jack Burdett with the Engineering Division, with the City, stated there will be private road access for all the lots in this Certificate of Survey. Discussion of the location of the property in the flood plain was noted. Motion by Robert Huskey to approve Items 20-15, 20-16 and 20-17; Second by Cody Franklin. All approve. ITEM NO. 5 BEING: Staff updated the Greenbelt Commissioners on the plans to present the proposed amendments of Article 21 to Council Committee. Staff stated that the current plan is to get this item on Council Committee after the Council holds their Council Retreat, scheduled for September 25, 2020. As soon as staff has additional information on the item moving forward we will forward to the Commissioners. ITEM NO. 6 BEING: Miscellaneous. Norman Greenbelt Commission September 21, 2020 Page 3 1. Commissioners asked of the location for the Council Retreat? Staff stated they would let the Commissioners know where and when the Council Retreat would be held, at this time staff does not have the schedule or information. 2. Commissioner Luttrell stated she is in the process of opening a gym. In this process and her discussions with others they have been talking to a representative that installs Fitness Courts. There is the possibility of a grant of approximately $30k to assist in the cost of the Court - approximately a $130k cost overall. City staff suggested they visit with Jud Foster, Director of Parks and Recreation or James Briggs, Park Planner to discuss location and possible grants and funding opportunities/donations.
