Minutes of
September 21, 2020
The Social and Voluntary Services Commission of the City of Norman, Cleveland County, State
of Oklahoma, met for the Regular Meeting on this date at 5:30 p.m. Notice and Agenda of the
meeting were posted at 201 W Gray Building A, the Norman Municipal Building, and at
www.Normanok.gov twenty-four hours prior to the beginning of the meeting.
Lisa Krieg called the meeting to order at 5:35 p.m.
ITEM NO. 1 BEING: Roll Call

ITEM NO. 2, BEING: Approval of the minutes from the August 17, 2020 meeting.
Motion by Ann Way for approval of the minutes as submitted; Second by Victoria Harrison. All
approve.
ITEM NO. 3, BEING: Discussion of Site Visit Procedures for the Social & Voluntary Services
Commission.
We will be contacting the agencies in January of 2021 to ask their preference for an in
person visit, Zoom meeting, or phone call. We will also ask if their agency has made a
virtual tour video that United Way required this year. If so we can request a copy for
distribution.
ITEM NO. 4, BEING: Discussion of possible funding priorities for future funding cycles.
This item was a routine discussion with the Commission to see if with these limited funds
should there be a focus on the targeted expenditures. The Commission discussed how the
need for funding is much greater than the resources and with these limited funds, focus

towards a particular issue would not be effective. Point made tht with the COVID-19
crisis many non-profits have had to cancel or scale back fundraising activities.
Rather than limiting the scope of applications to a specific program, the Commission
decided to allow general operating costs as an acceptable funding request.
Staff will email the Commission the information about service gaps from the agency
applications for a future discussion.
There are discussions about a potential Share a Fare Program to be operated by the City
of Norman to supplement the current bus system. The CDBG program has been asked if
this would be an activity that could potentially receive CDBG funding in the same
manner as the Bus Pass Program. It was noted that transportation is always at the top of
identified needs within the community and that such a program would be an eligible
expense for the program to assist.
ITEM NO. 5, BEING: Miscellaneous Announcements.
The Commission received appreciation letters from Assistance League and Catholic
Charities for their funding.
Lisa informed the Commission about an unpaid invoice for Community Action Agency
from 2 years ago that staff was informed about. The discrepancy was discovered by the
Auditor for the Agency. The funding to pay the invoice is no longer available due to the
time passed. The agency has been given the option to apply the invoice to their current
award.

The meeting was adjourned at 6:07 p.m.
