INCLUSIVE COMMUNITY SUBCOMMITTEE MINUTES Human Rights Commission City of Norman December 16, 2019 The Inclusive Community Subcommittee of the Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma, met in the Norman Public Library Central, Oklahoma Redbud Room (3rd Floor), located at 103 West Acres Street on December 16, 2019, at 5:30 p.m., and notice and agenda of the meeting were duly posted 24 hours prior to the beginning of the meeting. Item 1, being: ROLL CALL PRESENT: Co-Chair Marjaneh Seirafi-Pour, Co-Chair Dan Dukes, Ashley Morrison, A. Miles Francisco, Charlotte Gordon, Christina Owen, Farzad Khalili, Helen Grant, Jacob Tsotigh, James Chappel, Jeff Yamada, Jennifer Ahrens-Sims, Jeremy Lang, John Drayton, Julianna Kershen, Marcie King, Merleyn Bell, Michael Givel, Pixie Quigley, Randy Henning, Samuel Woodfork, Stephanie Williams, Summayah Anwar ABSENT: BJ Robbins, Lobna Hewedi, Mariann Lawson, Shannon Vickrey, Steven Davis STAFF PRESENT: Assistant City Attorney Kristina Bell, Consultant Tamara Lebak, Officer Ali Jaffrey, Officer Jeff Casillas, Legal Admin Tech Sarah Encinias Item 2, being: APPROVAL OF THE MINUTES OF THE NOVEMBER 18, 2019, INCLUSIVE COMMUNITY SUBCOMMITTEE MEETING Member Christina Owen moved to approve the Minutes of the November 18, 2019, meeting, and the motion was duly seconded by Member James Chappel. A vote was called: all approved and none opposed. The Minutes for the November 18, 2019, meeting were approved by unanimous vote. Item 3, being: APPROVAL OF THE MINUTES OF THE DECEMBER 2, 2019, INCLUSIVE COMMUNITY SUBCOMMITTEE SPECIAL MEETING Member Jennifer Ahrens-Sims moved to approve the Minutes of the December 2, 2019, special meeting, and the motion was duly seconded by Member Jeff Yamada. A vote was called: all approved and none opposed. The Minutes for the December 2, 2019, special meeting were approved by unanimous vote. Item 4, being: DISCUSSION AND POSSIBLE ACTION TO APPROVE THE FINAL REPORT AND RECOMMENDATIONS TO BE SUBMITTED TO CITY COUNCIL Inclusive Community Subcommittee of the HRC December 16, 2019 Page 2 The following changes to the attached draft final Report and Recommendations document were recommended and/or adopted by members (not necessarily in this order): 1. Page 1: Switch the order of paragraphs 1 & 2. Suggested by Dan Dukes, discussed by members but not adopted after vote. 2. Page 1: (paragraph 2) Change “committee” (x3) to “Inclusive Community Subcommittee.” Adopted by vote. 3. Page 1: (paragraph 3) Add as the second sentence, “Given this expectation, we remain concerned about the sustainability of this effort without the creation of an advisory board (see Appendix A).” Suggested by Julianna Kershen and adopted by vote. 4. Page 1: List Subcommittee members alphabetically by last name instead of first name. Suggested by Marjaneh Seirafi-Pour and adopted by vote. 5. Page 3: (paragraph 2, last sentence) reflect that the recommendations were “unanimously” approved. Suggested by Tamara Lebak and adopted by vote. 6. Pages 4 and 5: List the second bullet statement as the first. Adopted by vote. 7. Page 5: (first bullet) Change “Inclusive” to Inclusivity.” Suggested by Marjaneh Seirafi- Pour and adopted by vote. 8. Page 6: (second bullet) After “… Norman Youth Council” add “ensuring criteria for participation includes all students…” Suggested by Marcie King and adopted by vote. 9. Page 6: Replace bullet 3 with “Expand support within the Police Department to crisis support programs specific to the needs of immigrant communities (such as Unidos) and increase advocacy for victims of human trafficking and domestic abuse.” Suggested by Jeff Yamada and adopted by vote. 10. Change all mention of the word “citizen” to “resident”. Suggested by Christina Owen and adopted by vote. 11. Page 6: Add as bullet 3, “Ensuring every resident has equitable access to emergency services.” Suggested by Christina Owen and adopted by vote. 12. Page 6: Add to last bullet, “… [City RFP] bidding process for [local,] minority-owned businesses…” Suggested by Marcie King and adopted by vote. 13. Page 7: (second sub-bullet) Replace “… sites such as Adkins Crossing Park, donated to the City by a Land Run Family,…” with “…public spaces connected to the Land Run…” Suggested by John Drayton and adopted by vote. 14. Page 8: Added the following after the first sentence of #7, “(race/ethnicity/color, gender [identity/expression/biological sex], sexual orientation, religion, socioeconomic class [by ward location and the specific subgroups of single caregivers, the homeless, and the formerly incarcerated], education level [including OU/Non-OU dynamics], immigrant status, native language, physical or mental ability, and age)” in bold italics. Page 8: First sentence of #9, add “Advisory” to the first mention of “Committee” and after “the City Council,” add “the Human Rights Commission.” Suggested by Christina Owen and Dan Dukes, and adopted by vote. 16. Page 8: Remove the first bullet statement under “APPENDIX B.” Suggested by Merleyn Bell and adopted by vote. 17. Page 9: Replace in last sub-bullet “...public markers including in appropriate public facilities…” with “…public markers in places such as public facilities….” Suggested by B.J. Robbins and adopted by vote. Item 5, being: CLOSING COMMENTS Tamara Lebak invited members to attend the Mayor’s Interfaith Breakfast on January 20, 2020, for introduction of the members and announcement of the recommendations. Kristina Bell said the recommendations would also be presented to City Council during a Study Session. Item 6, being: ADJOURNMENT The meeting was adjourned at 8:35 p.m.
