GREENBELT COMMISSION MINUTES OF December 16, 2019 The Greenbelt Commission of the City of Norman, Cleveland County, State of Oklahoma, met for the Regular Meeting on December 16, 2019 at 6:00 p.m. Notice and Agenda of the meeting were posted at 201 W Gray Building A, the Norman Municipal Complex and at www.normanok.gov twenty-four hours prior to the beginning of the meeting. ITEMNO.1 BEING: CALL TO ORDER. Chair George Dotson called the meeting to order at 6:03 p.m. ITEM NO. 2 BEING: ROLL CALL. MEMBERS PRESENT: George Dotson Cody Franklin Samantha Luttrell Mark Nanny Colin Zink Marguerite Larson MEMBERS ABSENT Cody Franklin LizMcKown STAFF MEMBERS PRESENT: Janay Greenlee - Planner Tara Reynolds, Admin Tech III Jack Burdett, Subdivision Development Coordinator GUESTS PRESENT: ITEM NO. 3 BEING: Approval of the Minutes from November 18, 2019 Regular Meeting. Motion by Mark Nanny for approval; Second Robert Huskey. All approve. ITEM NO. 4 BEING: Review of the Greenbelt Enhancement Statements: CONSENT DOCKET Norman Greenbelt Commission December 16, 2019 Page 2 GBC 19-24 Applicant: Norman Public Schools Project: Dimensions Academy Location: 801, 809, 819 N. Findley Avenue Request: Preliminary Plat, Land Use Plan Amendment from Office to Institutional and PUD amendment to SPUD Zoning: PUD, request to Rezone to SPUD; to allow a school and revise the site plan NORMAN 2025 Land Use: Office Motion by Mark Nanny to move Item 19-24 off the consent docket; Second by Robert Huskey. All approve. NON-CONSENT DOCKET GBC 19-24 Applicant: Norman Public Schools Project: Dimensions Academy Location: 801, 809, 819 N. Findley Avenue Request: Preliminary Plat, Land Use Plan Amendment from Office to Institutional and PUD amendment to SPUD Zoning: PUD, request to Rezone to SPUD; to allow a school and revise the site plan NORMAN 2025 Land Use: Office There were questions about the connectivity of the sidewalks surrounding the Dimensions Academy location, but 5 feet sidewalks are required. Motion by Mark Nanny to forward item 19-24 with no comment; Second by Samantha Luttrell. All approve. ITEM NO. 5 BEING: Discussion of Article XXI.-GREENBEL T COMMISSION duties and GES review process as requested by the Greenbelt Commissioners Ms. Greenlee will be staffing the Greenbelt Commission, and can answer background questions about the Greenbelt applications. A discussion about Greenbelt Commission duties and process followed. The Greenbelt Commission is an advisory body to the City Council. A sub-committee will not be formed, but commissioners are welcome to hold discussions with each other without having a quorum, and can bring their thoughts and ideas to the formal meetings. Staff recommends that Items GBC 19-24 be placed on the consent docket for a Finding of No Greenbelt Opportunity.
