HUMAN RIGHTS COMMISSION MINUTES CITY OF NORMAN October 22, 2018 The Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma, met in the Municipal Complex located at 201 West Gray Street on October 22, 2018, at 5:30 p.m., and notice and agenda of the meeting were duly posted 24 hours prior to the beginning of the meeting. Item 1, being: ROLL CALL PRESENT: Chair Kay Ham, Vice-Chair Mary Lou Drywater, Commissioners Daniel Dukes, Marjaneh Seirafi-Pour, Sage Mauldin, Chris Nanny, Kirsten Edwards, Mary Womack ABSENT: Commissioner Jackie Farley STAFF PRESENT: Assistant City Attorney Kristina Bell, Major David Teuscher, Officer Ali Jaffrey, Legal Admin Tech Sarah Encinias Item 2, being: APPROVAL OF THE MINUTES OF THE JULY 23, 2018, HUMAN RIGHTS COMMISSION MEETING Commissioner Nanny moved to approve the Minutes of the July 23, 2018, meeting, and the motion was duly seconded by Commissioner Mauldin. Chair Ham called for a vote: all approved and none opposed. The Minutes for the July 23, 2018, meeting were approved by unanimous vote. Item 3, being: APPROVAL OF 2019 HUMAN RIGHTS COMMISSION MEETING DATES Meetings for year 2019 are set for the fourth Monday in January, April, July, and October at 5:30 pm at City Hall. Commissioner Seirafi-Pour moved to approve the meeting dates as listed on the Meeting Schedule. Said motion was duly seconded by Vice-Chair Drywater. Chair Ham called for a vote: all approved and none opposed. The 2019 Meeting Schedule was approved by unanimous vote. Item 4, being: UPDATE ON AND DISCUSSION OF ADA TRANSITION PLAN IMPLEMENTATION Commissioner Nanny announced an Open house would be held this Wednesday from 3:00 – 5:00 p.m. and is open to all citizens. She encouraged members to attend as City Council will Norman Human Rights Commission October 22, 2018 Page 2 discuss negotiations with CART along with a transition implementation plan. The following Monday will be a CART Advisory Committee meeting that includes a guest from the Oklahoma Transit Authority who will interview citizens for a statewide assessment of transportation needs. Item 5, being: DISCUSSION AND POSSIBLE ACTION ON FUTURE PROCLAMATIONS Commissioner Seirafi-Pour requested a proclamation related to celebrating Muslim-American contributions and heritage, and group discussion followed. Commissioner Seirafi-Pour moved to recommend that May, 2019, the month of Malcolm X’s birthday, be proclaimed as Muslim American Heritage Month, and the motion was duly seconded by Commissioner Womack. Chair Ham called for a vote. The motion was approved by unanimous vote. The Commission also unanimously voted to recommend that February, 2019, be proclaimed as Black History Month. Item 6, being: DISCUSSION AND POSSIBLE ACTION REGARDING 2019 INTERFAITH BREAKFAST Chair Ham said the breakfast will be held in Fenn Hall at McFarlin United Methodist Church. She stated that she had also been in contact with Waving Wheat and requested that Commissioner Nanny begin reservation discussions for their catering services. Items similar to a continental breakfast should be requested along with juice and full coffee set-up for at least 200 guests. Item 7, being: DISCUSSION AND POSSIBLE ACTION ON HUMAN RIGHTS AWARD Three nominations were received for the Human Rights Award. After discussion regarding the accomplishments of these nominees, Commissioner Dukes moves that the Human Rights Award for 2018 be presented to Brenda Wheelock, Director of Communications and Development for the Oklahoma Foundation of Excellence. Her many activities include mentoring and advocating for girls and women as well as helping organize the Cleveland County CROP Walk to Stop Hunger. The motion was seconded by Commissioner Nanny, and a vote was taken with the following result: all in favor and none opposed. The award will be presented to Ms. Wheelock at the City Council meeting on December 11, 2018. Norman Human Rights Commission October 22, 2018 Page 3 Item 8, being: MISCELLANEOUS DISCUSSION Commissioner Womack submitted a letter of resignation from her position on the HRC, stating that she had been appointed to the Norman Regional Health Authority Board. Commissioner Dukes announced that the next Beloved Community event will be held on November 8th at 6:30 p.m. at the East Library. Item 9, being: ADJOURNMENT Commissioner Dukes moved to adjourn the meeting, and the motion was duly seconded by Commissioner Mauldin. The meeting was adjourned at 6:34 p.m.
