NORMAN ELECTION COMMISSION MINUTES April 3, 2017 The Norman Election Commission of the City of Norman, Cleveland County, Oklahoma, met in the Municipal Building Conference Room at 201 West Gray on the 3rd day of April, 2017, at 3:00 p.m. Notice and agenda of the meeting were posted at the Municipal Building 48 hours prior to the beginning of the meeting. MEMBERS PRESENT: Richard Hilbert Elizabeth Pierce Jane Purcell Ty Hardiman, Chairman MEMBERS ABSENT: Elizabeth Windes OTHERS PRESENT: Brenda Hall, City Clerk Kristina Bell, Assistant City Attorney ***** Item 2. Consideration of approval of the Norman Election Commission minutes of February 7, 2017. Member Hilbert moved that the Norman Election Commission minutes of February 7, 2017, be approved, which motion was duly seconded by Member Pierce; Items submitted for the record 1. Norman Election Commission minutes of February 7, 2017 and the question being upon approving the Norman Election Commission minutes of February 7, 2017, a vote was taken with the following result: YEAS: Members Hilbert, Pierce, Purcell, and Chairman Hardiman NAYES: None The Chairman declared the motion carried and the Norman Election Commission minutes of February 7, 2017, were approved. ***** Item 3. Review of Campaign Contribution and Expenditure Reports from the following candidates for Ward 5. CONTRIBUTION & EXPENDITURE NAME ON REPORT REPORT Friends of James Chappel 2017 X Friends of Sereta Wilson for Ward 5 2017 X Norman Election Commission April 3, 2017 Page 2 Friends of James Chappel 2017 (Amended) City Clerk Hall said the report filed on February 6, 2017, had an incorrect amount was written in Item Three, Monetary Contributions from Individuals, of the Schedule Summary that required an amended report be filed. She said the itemized breakdown was correct on the original report. Member Hilbert moved that the Amended Municipal Candidate Committee Contribution and Expenditure Pre- Election Report for Friends of James Chappel 2017, for the Municipal Election be accepted, which motion was duly seconded by Member Pierce; Items submitted for the record 1. Municipal Candidate Committee Contribution and Expenditure Pre-Election Report for Friends of Sereta Wilson for Ward 5 2017, for the Run-off Election filed March 27, 2017 and the question being upon accepting the Campaign Committee Statement of Organization and Municipal Campaign Contribution and Expenditure Pre-Election Report for Friends of Sereta Wilson for Ward 5 2017, for the Run-off Election a vote was taken with the following result: YEAS: Members Hilbert, Pierce, Purcell, and Chairman Hardiman NAYES: None The Chairman declared the motion carried and the Campaign Committee Statement of Organization and Municipal Campaign Contribution and Expenditure Report for Friends of Sereta Wilson for Ward 5 2017, was accepted. City Clerk Hall said Ms. Wilson will complete the aggregate totals for expenditures in her next report. ***** Item 4. Miscellaneous Discussion. City Clerk Hall said mailers were distributed during the Ward 5 race that did not have the disclosure byline required for campaign materials. She said the flyers are in support of Councilmember Chappel and made derogatory statements about Ms. Wilson. City Clerk Hall verified that Councilmember Chappel’s campaign did not distribute the flyers nor did he have any knowledge of them. He made a statement on his Facebook page denouncing any connection to the flyers. She said Ms. Wilson has stated she will file a complaint with the State Ethics Commission to investigate. If they did not meet the requirements for reporting, they are still required to disclose the person(s)/committee distributing the campaign material. City Clerk Hall said first quarter reports for all seated Councilmembers are due at the end of April so the next Norman Election Commission meeting will be held May 8th at 3:00 p.m. ***** Item 5. Adjournment. Chairman Hardiman declared the meeting adjourned at 3:23 p.m.
