NORMAN ELECTION COMMISSION SPECIAL SESSION MINUTES MUNICIPAL BUILDING CONFERENCE ROOM 201 WEST GRAY August 6, 2021 The Norman Election Commission of the City of Norman, Cleveland County, Oklahoma, met at the Municipal Building Conference Room at 201 West Gray on the 6th day of August, 2021, at 3:04 p.m. Notice and agenda of the meeting were posted at the Municipal Building 24 hours prior to the beginning of the meeting. COMMISSIONERS PRESENT: Elizabeth Pierce Michael Moorhead Amelia Torres Chairman Ty Hardiman COMMISSIONERS ABSENT: Jane Purcell OTHERS PRESENT: Brenda Hall, City Clerk Item 1: Consideration of approval of the Norman Election Commission minutes of February 2, March 30, and May 6, 2021. Commissioner Pierce moved that the Norman Election Commission minutes of February 2, 2021, be approved, which motion was duly seconded by Commissioner Torres; Items submitted for the record 1. Norman Election Commission minutes of February 2, 2021 and the question being upon approving the Norman Election Commission minutes of February 2, 2021, a vote was taken with the following result: YEAS: Commissioners Morehead, Pierce, Torres, Chairman Hardiman NAYES: None The Chairman declared the motion carried and the Norman Election Commission minutes of February 2, 2021, were approved. Commissioner Torres moved that the Norman Election Commission minutes of March 30, 2021, be approved, which motion was duly seconded by Commissioner Pierce; Items submitted for the record 1. Norman Election Commission minutes of March 30, 2021 Norman Election Commission August 6, 2021 Page 2 Item 1, continued: and the question being upon approving the Norman Election Commission minutes of March 30, 2021, a vote was taken with the following result: YEAS: Commissioners Morehead, Pierce, Torres, Chairman Hardiman NAYES: None The Chairman declared the motion carried and the Norman Election Commission minutes of March 30, 2021, were approved. Commissioner Torres moved that the Norman Election Commission minutes of May 6, 2021, as corrected, be approved, which motion was duly seconded by Commissioner Pierce; Items submitted for the record 1. Norman Election Commission minutes of May 6, 2021, as corrected and the question being upon approving the Norman Election Commission minutes of May 6, 2021, as corrected, a vote was taken with the following result: YEAS: Commissioners Morehead, Pierce, Torres, Chairman Hardiman NAYES: None The Chairman declared the motion carried and the Norman Election Commission minutes of May 6, 2021, as corrected, were approved. ***** Item 2. Municipal Candidate Committee Contributions and Expenditures Second Quarter Report for Friends for Breea Clark 2022, filed August 2, 2021 and the question being upon accepting the Municipal Campaign Contributions and Expenditures Second Quarter Report for Friends for Breea Clark 2022, a vote was taken with the following result: YEAS: None NAYES: Commissioners Pierce, Purcell, Torres, and Chairman Hardiman The Chairman declared the motion failed and the Municipal Campaign Contributions and Expenditures Second Quarter Report for Friends for Breea Clark 2022 was returned to the candidate for corrections. Several of the contributions were missing addresses and/or employment information. The Expenditure Schedule has several omissions as well. * Brandi Studley for Ward 1 2021 Commissioner Pierce moved that the Municipal Campaign Contributions and Expenditures Second Quarter Report for Brandi Studley for Ward 1 2021 be accepted, which motion was duly seconded by Commissioner Torres; Items submitted for the record 1. Municipal Candidate Committee Contributions and Expenditures Second Quarter Report for Brandi Studley for Ward 1 2021, filed August 2, 2021 and the question being upon accepting the Municipal Campaign Contributions and Expenditures Second Quarter Report for Brandi Studley for Ward 1 2021, a vote was taken with the following result: YEAS: Commissioners Pierce, Purcell, Torres, and Chairman Hardiman NAYES: None The Chairman declared the motion carried and the Municipal Campaign Contributions and Expenditures Second Quarter Report for Brandi Studley for Ward 1 2021 was accepted. * Norman Election Commission August 6, 2021 Page 4 Item 2, continued: Alison Petrone for Ward 3 2021 Commissioner Torres moved that the Amended Municipal Campaign Contributions and Expenditures Partial First Quarter Report for Alison Petrone for Ward 3 2021 be accepted, which motion was duly seconded by Commissioner Pierce; Items submitted for the record 1. Commissioner Pierce moved that the Municipal Campaign Contributions and Expenditures Second Quarter Report for Alison Petrone for Ward 3 2021 be accepted, which motion was duly seconded by Commissioner Torres; Items submitted for the record 1. Municipal Campaign Contributions and Expenditures Second Quarter Report for Alison Petrone for Ward 3 2021, filed August 2, 2021 and the question being upon accepting the Municipal Campaign Contributions and Expenditures Second Quarter Report for Alison Petrone for Ward 3 2021, a vote was taken with the following result: YEAS: Commissioners Pierce, Purcell, Torres, and Chairman Hardiman NAYES: None The Chairman declared the motion carried and the Municipal Campaign Contributions and Expenditures Second Quarter Report for Alison Petrone for Ward 3 2021 was accepted. * Norman Election Commission August 6, 2021 Page 5 Item 2, continued: Kelly Lynn for Norman 2021 Just prior to submittal Mr. Lynn found he had some errors in his report so he did not submit. He will resubmit for consideration at the next meeting of the Norman Election Commission. * Lee Hall for Ward 4 2020 Commissioner Torres moved that the Municipal Campaign Contributions and Expenditures Second Quarter Report for Lee Hall for Ward 4 2020 be accepted, which motion was duly seconded by Commissioner Purcell; Items submitted for the record 1. Municipal Candidate Committee Contributions and Expenditures Second Quarter Report for Lee Hall for Ward 4 2020, filed July 6, 2021 and the question being upon accepting the Municipal Campaign Contributions and Expenditures Second Quarter Report for Lee Hall for Ward 4 2020, a vote was taken with the following result: YEAS: None NAYES: Commissioners Pierce, Purcell, Torres, and Chairman Hardiman The Chairman declared the motion failed and the Municipal Campaign Contributions and Expenditures Second Quarter Report for Lee Hall for Ward 4 2020 was returned to the candidate for corrections. Expenditures under $200 show one expenditure in the amount of $235.88.
