UNIVERSITY NORTH PARK BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD MINUTES August 6, 2021 The University North Park Business Improvement District Advisory Board met at 10:00 a.m. in the John Q. Hammons Boardroom at the Embassy Suites Hotel & Conference Center on the 6th day of August, 2021, and notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray Street 24 hours prior to the beginning of the meeting. PRESENT Dan Quinn Matt Clouse Jeff Webb Mandy Haws ABSENT: Brad Goodwin Jennifer Alexander Scott Kovalick Barrett Ellis STAFF PRESENT: Kathryn Walker, City Attorney Anthony Francisco, Director of Finance Jason Olsen, Director of Parks and Recreation Scott Sturtz, City Engineer Sarah Encinias, Legal Admin Tech 1. APPROVAL OF MEETING MINUTES FOR THE FOLLOWING MEETING DATES: NOVEMBER 6, 2020, FEBRUARY 26, 2021, MARCH 12, 2021, AND MAY 7, 2021. No quorum was present and no action was taken. 2. UPDATE AND DISCUSSION REGARDING LEGACY PARK EVENTS AND RESERVATIONS. Jason Olsen said there is an event on the first Friday of every month and the most recent event was a concert performed by the Norman Philharmonic orchestra. Singer Nia Moné x Original Flow perform tonight. Events are attended by 50-100 people. The primary fundraising event, Cheers & Beers, will be held in October and usually brings in about $5,000 – 7,000. The pond has been empty for a couple of months while they wait on the remaining supplies to repair the fountain. The repairs are close to being completed but it has been hard getting some of the supplies from overseas. 3. UPDATE AND DISCUSSION REGARDING THE YOUNG FAMILY ATHLETIC CENTER. UNP BID Advisory Board August 6, 2021 Page 2 of 2 Mr. Olsen handed out brochures from the ground breaking event that was held on July 21, 2021. Members of the Young family spoke at the event and 200-250 people attended. The Trae Young Family Foundation will donate $4 million to the project over the next 10 years. Bids for earth-moving are ongoing and construction will start in January with a finish date in about 12-13 months. Request for Proposals came in at $3.9 million and Finance will work with City Council to close any funding gaps. 4. UPDATE AND DISCUSSION REGARDING BID ASSESSMENTS. Kathryn Walker said 3 assessments are overdue with 1 being a repeat debtor, who she is working with in order to get payment. She is also working on the next assessments which will be presented to City Council on August 24, 2021. BID contributions are at 100% this year and there are 2 years left in the assessment process. 5. UPDATE AND DISCUSSION REGARDING TRAFFIC IMPROVEMENTS AT I-35 AND INTERSTATE DRIVE/CROSSROADS BLVD. Scott Sturtz said this project was proceeding timely and close to the expected budget. The south ramp will open today and next week they close the northbound lanes to redo the north ramp, which will be completed in about 90 days. Improvements include water drainage. 6. UPDATE AND DISCUSSION REGARDING POSSIBLE NEW BUSINESSES IN UNP. Jeff Webb said there was some hail damage sustained from April’s hailstorm and insurance claims are pending. When repairs are about to begin, permits will be requested with the city. Parking lot improvements are also planned to begin soon. A mom-and-pop store has opened but Lane Bryant moved out during COVID closures. 7. TOPICS FOR FUTURE DISCUSSION. None. 8. MISCELLANEOUS DISCUSSION. Ms. Walker said the next meeting was scheduled for November 5th. She asked members to let her know if they had anyone in mind to fill the current BID Board vacancy. The meeting was adjourned at 10:34 a.m.
