NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES June 29, 2020 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. virtually on the 29th day of June 2020. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 103 West Acres St. 24 hours prior to the beginning of the meeting. PRESENT: Members Andy Rieger, Cynthia Rogers, Linda Price, Saidy Orellana, Liz McKown, and Bree Montoya ABSENT: Chair Bill Nations, Members MacKenzie Britt and Tom Sherman OTHERS PRESENT: Anthony Francisco, Director of Finance Ashley Evans, Administrative Technician Sarah Margaret Hendrickson, ADG Randy Hill, ADG CALL TO ORDER AND ROLL CALL Member Rogers called the meeting to order at 3:32 pm and a quorum was present. ****** ITEM 1, being APPROVE MINUTES FROM May 4, 2020 MEETING After review and discussion of minutes of May 4, 2020 meeting, Member Price made a motion and Member Rieger seconded that motion. There have been some expenditure on the Sports Complex. 5 projects are listed complete with about $4.6 million under budget savings. Revenues for May and June were substantially down due to COVID-19. Down 11% in May and down 8% in June. We hope it won’t be that bad in July, but we don’t expect growth anytime soon. Member Rogers asked about the James Garner project. Francisco stated that the James Garner project had an initial budget of $6 million but the project was split into two parts. The part of the project adjacent to the new Central Library was split off, so that it could coincide with the library project. This is reported as the James Garner/Acres Intersection project ($1,451,393 final budget). The remaining $4,548,606 is now reported as the James Garner: Flood-Acres Project. Francisco stated that use tax is up 33% for the fiscal year so combined we are only down about 1.3% for the fiscal year. Member Rieger asked about the Andrews Park project. Francisco stated that the Andrews Park skate park project budget is $1 million and the whole Andrews Park project budget is $1.5 million. Sarah Henderson of ADG gave a presentation. She showed the revised charts comparing revenue collections and project budgets. ****** ITEM 3, being DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE ACTION Norman Forward Citizens Financial Oversight Board Minutes June 29, 2020 Page 3 Francisco stated that the Ruby Grant public art artist has been selected. It will be a mosaic piece. The Ruby Grant fundraising project was stalled due to COVID, so the Council appropriated $150,000 from the Community Park Land Fund for this purpose. The Council also voted to allow the 3 GO Bonds to go to the ballot in August. If the Norman Forward portion passes, we will be able to complete all of the projects at the original scopes. K-1617-69 AMD #2 Amendment No. Two to Contract K-1617-69 ****** ITEM 4, being DISCUSSION AND POSSIBLE ACTION ON PROPOSED GENERAL OBLIGATION BONDS The Norman Forward part of the upcoming GO Bond propositions consists of almost $91 million to make up the cost difference between the original scopes of the projects and what the projects have in their budget. There will be 4 separate ballot propositions, one for Norman Forward, one for the municipal facilities, one for the homeless project, and one for the business incentive. Francisco stated that we will try to pay for what we can out of the GO Bonds first if they pass, in order to have any savings applied to the sales tax collection since the bonds are a more stable form of revenue. The Young Family Foundation has entered into a memorandum of understanding with the City for the naming rights to the new sports complex of $4 million as approximately $800,000 per year for 5 years. This is dependent on the GO Bonds passing. The Norman Chamber of Commerce is working actively to put together a campaign to raise awareness of the GO Bond vote in August and to advocate for the passing of the Bonds. ****** Norman Forward Citizens Financial Oversight Board Minutes June 29, 2020 Page 4 ITEM 5, being AD HOC COMMITTEE LIAISON REPORTS None at this time. ****** ITEM 6, being DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS The biggest projects going on right now are the skate park at Andrews Park and Ruby Grant Park. Ruby Grant will hopefully be completed in November and the skate park in Andrews Park will hopefully be completed by the end of September. ****** ITEM 7, being MISCELLANEOUS DISCUSSION Member Orellana wanted to know how we address the high grass in the new Central Library. Francisco stated that the idea was to have an open prairie landscape look that also assisted in the drainage, so it is intentional. The Oklahoma weeds that have gotten into the prairie grass mix are going to be taken care of. Member Orellana stated that her daughter was at Westwood Aquatic Park and did not see any of the members wearing gloves when handling cash. Francisco stated that the City has the responsibility and will provide any personal protective equipment (PPE) to employees whether or not the supervisor does. ****** ITEM 8, being ESTABLISHMENT OF FUTURE MEETING TIME(S) Norman Forward Citizens Financial Oversight Board Minutes June 29, 2020 Page 5 The next meeting of the Norman Forward Citizen’s Financial Oversight Board will be on August 17, 2020 from 3:30 pm-5pm. ****** ITEM 9, being ADJOURNMENT Meeting adjourned at 4:42 pm.
