NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES
August 17, 2020
The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman,
Cleveland County, State of Oklahoma, met at 3:30 p.m. virtually on the 17th day of August, 2020.
Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and
the Norman Public Library at 103 West Acres St. 24 hours prior to the beginning of the meeting.
PRESENT: Members Andy Rieger, Cynthia Rogers, Linda Price, Saidy Orellana,
Liz McKown, MacKenzie Britt, Tom Sherman, and Bree Montoya
ABSENT: Chair Bill Nations
OTHERS PRESENT: Anthony Francisco, Director of Finance

CALL TO ORDER AND ROLL CALL
Member Rogers called the meeting to order at 3:38 pm and a quorum was present.

ITEM 1, being
APPROVE MINUTES FROM June 29, 2020 MEETING
After review and discussion of minutes of June 29, 2020 meeting, Member Price made a motion
and Member Montoya seconded that motion. Motion passed unanimously, with Member Britt
abstaining.

ITEM 2, being
DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT
Francisco stated that the total amount of expenditures for Norman Forward so far is
$67,482,149.50. We have had 2 good months in sales tax revenue for July and August. We don’t
really know why, but maybe because people can’t travel due to COVID, they are staying and
spending money in Norman.
Sarah Henderson of ADG gave a presentation. She showed the revised charts comparing revenue
collections and project budgets.

ITEM 3, being
DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE
ACTION
Francisco stated that the Rotary Park project has been awarded and is ongoing. Also, the Young
Family Foundation has entered into a MOU to donate $4 million to the indoor aquatics and
recreation center, depending upon the GO Bond propositions passing in August.

DISCUSSION AND POSSIBLE ACTION ON AUGUST 25TH GO BOND ELECTIONS
Francisco stated that if the bond propositions don’t pass, we will have to look at cutting the scope
of some projects. The multiple Ad Hoc groups stated they did not want to do projects at limited
scope, so we have put the propositions up for a vote.
Member Rogers stated that she believes there is a lot of misconception about “original vision”
versus what additional money we are asking for. She thinks we just need to talk about the budget
that was passed and the additional funding needed.
Member Rieger made a motion for the Board to send a recommendation to support passing the GO
Bond propositions. Member Price seconded the motion. All attending members voted yes, with
Member Rogers voting no. The motion passed.

ITEM 5, being
DISCUSSION AND POSSIBLE ACTION TO ELECT NEW BOARD CHAIR
Member Price nominated Member Rieger for the Board Chair position. This was seconded by
Member Britt. The motion passed unanimously.

ITEM 6, being
AD HOC COMMITTEE LIAISON REPORTS
Member Sherman stated that the Senior Ad Hoc Committee is hopeful that the propositions will
be passed in the upcoming August elections so that they will have the required money to
complete the Senior Center as envisioned.

DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS
Jud Foster stated that the skate park at Andrews Park is close to completion. Ruby Grant will
hopefully be completed in November and the skate park in Andrews Park will hopefully be
completed by the end of September.
