Norman Forward Indoor Aquatic and Multi-Sports Facility PUBLIC MEETING October 29, 2019 The Norman Forward Indoor Aquatic and Multi-Sports Facility Ad Hoc Advisory Group of the City of Norman, Cleveland County, State of Oklahoma, met in the Conference Room on the 29th day of October, 2019 at 6:00 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street, 48 hours prior to the beginning of the meeting. __________________________________________________________________________________________________ Present: Chairman Hurley and Members Brockus, Nicholson, Tramel, and Ex-Officio Isacksen, City Officials Present: Jud Foster, Director of Parks and Recreation Jason Olsen, Recreation Superintendent Karla Sitton, Administrative Technician IV ITEM 1, being: PROGRAMMING EXERCISE (DOTOCRACY) Chairman Hurley introduced himself stating he was the Chair of the Norman Forward (NF) Indoor Aquatic and Multi-Sports Facility Ad Hoc Advisory Group. He welcomed everyone to today’s Public Meeting for the Norman Forward Indoor Aquatic and Multi-Sports Facility Public Meeting and turned the meeting over to the Design Team. Mr. John Semtner, FSB, introduced the Design Team: Jerry Crone, FSB, Fred Schmidt, FSB, Randy Hill, ADG, Steve Crocker, Water Technology Inc., and said Bill Clifford and Craig Bouck, BRS, were joining the meeting via conference call. Mr. Semtner highlighted the schedule as follows: October 29, 2019 at 3:00pm: Workshop #1/Ad Hoc Group December 2, 2019: Workshop/Public Meeting #2 October 29, 2019 at 6:00pm: Public Meeting #1 January 22, 2020: Workshop/Public Meeting #3 November 4, 2019: Online Survey Opens February 21, 2020: Draft Report November 27, 2019: Online Survey Closes March 24, 2020: Council Approval Mr. Bill Clifford, BRS said he has been involved in the construction of a number of recreation facilities and know what programs are more expensive to construct. He said he has costs associated with specific programs and uses them as a pricing guideline. Mr. Clifford said he will work closely with the Ad Hoc Group to keep within budget and highlighted the budget as follows: $22,500,000 Total Project Budget $0.00 Land Acquisition & Site Preparation – Other Sources $4,000,000 Soft Costs – Design Fees, Administrative Costs, Permits, Inspections, FF&E, & Contingency) $18,000,000 Construction (Indoor Aquatic - $11,200,000 and Multi-Sports - $6,800,000) Mr. Clifford explained the Dotocracy Exercise, stating each participant will be given seven (7) dots (stickers) and they can place a dot on what programming/activities they would most like to see at the Indoor Aquatic and Multi-Sports Facility. He said there will be different programming spaces taped to the walls to include the following: Norman Forward Indoor Aquatic & Multi-Sports Facility PUBLIC MEETING Page 2 of 4 October 29, 2019 Indoor Aquatic: a 6-lane, 25 yard pool; 8-lane, 25 yard pool; 25 meter x 25 yard pool with 10 lanes; stretch 25 meter pool with bulkhead; 50 meter pool; a pool with a diving board. Multi-Sports Facility: 8-court basketball, 4-court basketball; 4-court volleyball, batting cages, pickleball, badminton, futsal, indoor archery, archery tag, portable turf field, functional fitness, inflatable houses, concession; tournament meeting/lounge areas. Adjacent programming can be constructed to also maximize participation to include waiting/spectator areas and rooms for class and/or parties and deck space can be flexible and used for: swim lesson staging; swim meet staging; inner tube storage; furniture/social space; party space; training classes; and spectator seating. Mr. Clifford said those present will be asked to do this exercise at the end of today’s meeting, __________________________________________________________________________________________________ ITEM 2, being: SITE DISCUSSION Mr. Semtner said the Indoor Aquatic and Multi-Sports Facility is proposed to be constructed at the University Town Center located at University North Park (UNP). He said there are District Design Regulations for the exterior of any building within the UNP and said there is an Architectural Review Board (ARB) that reviews and approves the building design and material. Mr. Semtner said buildings with metal exterior walls are prohibited in UNP and may drive up the cost(s) approximately 10% due to this regulation. Mr. Semtner said the site opportunities include a pedestrian circulation; parking, overflow parking, and drainage. He said there may be an opportunity to have “shared parking” with Embassy Suites that can be placed to the north of Embassy Suites on the far east side of the proposed site lot. Mr. Semtner said the Indoor Aquatic and Multi-Purpose Facility is located on the “backside” or east side of the proposed project site lot and eventually store fronts will be constructed along 24th Avenue on the “frontside” or west side of the proposed project site lot. Member Tramel asked if tilt up walls for courts are prohibited and Mr. Semtner said he is not certain of this yet. Mr. Semtner said because of the location of the facility, exterior exceptions can possibly be requested and approved by the ARB, i.e., since the exterior wall will not be exposed to a public street (including said I-35 Service Road). __________________________________________________________________________________________________ ITEM 3, being: COMMUNITY CULTURE DISCUSSION Mr. Craig Bouck, with BSR, said the Indoor Aquatic and Multi-Sports Facility will have a large impact on the community and the design will be unique to Norman. He asked the Ad Hoc Group to think about the project outcome, specifically, the following: 1. What are your desired outcomes for design phase? 2. What are the key goals for you in the design phase? 3. What would make this unique or special for the community? Norman Forward Indoor Aquatic & Multi-Sports Facility PUBLIC MEETING Page 3 of 4 October 29, 2019 Mr. Bouck also asked the Ad Hoc Group to think about five questions to assist in a possible “theme” and design for the Wellness Center. The five questions included: 1. How do you describe where you live when you are away from Norman? 2. What places or events must visitors experience when they are here in Norman? 3. Why do you live in Norman? 4. How do you want to be perceived as a community? 5. How do you not want to be perceived as a community? __________________________________________________________________________________________________ ITEM 4, being: AQUATIC TRENDS/PROGRAM OPTIONS Indoor Aquatic Facility Mr. Bill Clifford, BRS, showed several pictures of competition pools to include: a 6-lane, 25 yard pool; 8-lane, 25 yard pool; 25 meter x 25 yard pool with 10 lanes; stretch 25 meter pool with bulkhead; 50 meter pool; and a pool with a diving board. Mr. Steve Crocker, Water Technology Inc., said it is important to maximize participation at the Indoor Aquatic facility when competition swimming is not taking place and highlighted aquatic activities to include: liquid gym (aerobics on floating mats); challenge course; underwater hockey; water polo; kayak; zorb; zip line; movies; climbing; slackline; log roll; water slide; run-out slides; fitness classes and aerobics; and wellness exercise. He said adjacent programming can be constructed to also maximize participation to include waiting/spectator areas and rooms for class and/or parties. Mr. Clifford said the deck space can be constructed to be flexible and used for: swim lesson staging; swim meet staging; inner tube storage; furniture/social space; party space; training classes; and spectator seating. He highlighted management operations, revenue, and safety to include acoustics; towel management; lighting; water elevators; and movable floors and walls. Mr. Clifford said an 8-lane 50 meter pool is preferred; however, the budget for the Indoor Aquatic Facility may only allow for a 6-lane 25 yard pool. He said initial programming will include locker rooms; bleacher seating for 600; a meeting/management room; and aquatics support/maintenance supplies space. Multi-Sports Facility Mr. Craig Bouck, BRS, showed several pictures of multi-sports facility and said basketball and volleyball have been top priorities for a new Multi-Sports facility; however, the facility could also include: batting cages, pickleball, badminton, futsal, indoor archery, archery tag, portable turf field, functional fitness, inflatable houses, and community events. He said there are several floor surfaces that can be utilized as well to include wood and/or synthetic. Mr. Clifford said an 8-court basketball facility is preferred; however, the budget for the Multi-Sports Facility may only allow for a 4-court basketball facility. He said the initial programming will include 4 volleyball courts; temporary bleacher seating; concession; tournament meeting room; tournament lounge area. __________________________________________________________________________________________________ Norman Forward Indoor Aquatic & Multi-Sports Facility PUBLIC MEETING Page 4 of 4 October 29, 2019 ITEM 5, being: QUESTIONS AND ANSWERS Ms. Kristin Griggs, Oklahoma Victory Dolls Roller Derby League, said she travels all over the country to participate in Roller Derby; however, there is not anywhere in the metro area to play and/or areas that are large enough. She said when she can find a place large enough, they are too expensive to rent. Ms. Griggs hoped the Multi-Sports facility could accommodate possible roller derby play. Mr. Quinn Bunnay, OU Student and OU Men’s Diving Team, said he has been working with Max Weitzenhoffer and the college swim coach’s association to help bring indoor diving back to the area. He said he would like to the Indoor Aquatic facility to offer indoor diving. __________________________________________________________________________________________________ ITEM 6, being: PROGRAM PREFERENCE ACTIVITY Mr. Semtner thanked everyone for coming to tonight’s meeting and requested those in attendance to participate in the program exercises in order to gather input for the Norman Forward Indoor Aquatic and Multi-Sports Facility. He said there will be several members of the design team passing out the dot stickers and asked the participants to place them on the programing pictures as well as answer the five (5) questions discussed earlier in the meeting that will assist in a possible “theme” and design for the Indoor Aquatic and Multi-Sports Facility. Those in attendance began participating in the exercise. The meeting ended at 6:55 p.m.
