Norman Forward Senior Center Ad Hoc Advisory Group April 3, 2019 The Norman Forward Senior Center Ad Hoc Advisory Group of the City of Norman, Cleveland County, State of Oklahoma, met in the Municipal Building City Council Chambers on the 3rd day of April, 2019 at 4:08 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street, 24 hours prior to the beginning of the meeting. ITEM 1, being: CALL TO ORDER AND ROLL CALL Present: Chairperson Hobson and Members Bonner, Jewell, Knudson, and Terry Absent: None Others Present: Richard Bailey, Garry Armstrong, Chairman, Norman Forward Reaves Park Ad Hoc Group, and Ann Marie Eckart, Member, Norman Forward Reaves Park Ad Hoc Group Staff Present: Mayor Lynne Miller, Jud Foster, Director of Parks and Recreation, Jason Olsen, Recreation Superintendent, Terry Floyd, Development Coordinator, Sandi Lasseter, Senior Center Supervisor, and Karla Sitton, Administrative Technician IV ITEM 2, being: REVIEW OF MINUTES FROM MARCH 6, 2019 MEETING Member Terry made the motion seconded by Member Knudsen to approve the minutes. The vote was taken with the following results: YEAH: Chairperson Hobson and Members Bonner, Jewell, Knudson, and Terry NAY: None ITEM 3, being: DISCUSSION OF POSSIBLE SENIOR CENTER SITE LOCATIONS Mr. Jud Foster, Director of Parks and Recreation, highlighted the Norman Senior Citizens Center site options as follows: Central Library Site NF Senior Citizen Ad Hoc April 3, 2019 Pros: Central location and adjacent to library. Cons: Additional land costs (approximately $1-1.5 million); requires condemnation and relocation; loss of residential housing; and limited space for future expansion. Andrews Park Site Pros: Land available and central location – library and park facilities. Cons: Higher site development costs (approximately $1 million) enhanced drainage structures and Federal Emergency Management Agency (FEMA) Letter of Map Revision (LOMR); additional time for LOMR; and loss of additional open space at Andrews Park. North Base Site Pros: Central location and phased construction may not be necessary if shared use of other facilities. Cons: High site acquisition cost – additional road improvements ($1 million +); demolition of existing gym; isolated from other amenities if the Indoor Aquatic Facility and Multi-Purpose Indoor Facility are located and University North Park (UNP); and the high speed traffic on North Flood Avenue. University North Site (UNP) Pros: Possibly adjacent to the Indoor Aquatic and Multi-Purpose Indoor Facilities; possible reduced costs of land acquisition; and most infrastructure improvements are already in place. Cons: Traffic on 24th Avenue NW is congested; site is not centrally located; possible extension of Rock Creek Road may be required; and the Norman Senior Association expressed objection to this option. Ruby Grant Park Site Pros: Land available at no cost; lower site development than Andrews and Library sites; and there is room for future expansion. Cons: Site is not centrally located and currently the area is not on public transportation line. Reaves Park Site Pros: Land available at no cost; room for future expansion; lower site development cost that Andrews or Library sites; site is centrally located; fits into adopted Master Plan; and possible land expansion south of Constitution Street following the realignment of intersection. Cons: Possible negative affect of Medieval Fair and loss of the existing Reaves Building. The Senior Center Ad Hoc Group reviewed the various options that have been discussed by City Council in the past and voted to recommend to the City Council that the Reaves Park site be considered as the preferred location. The group included caveats with the recommendation that the Medieval Fair not be negatively impacted and that the City pursue relocating the Constitution Avenue intersection south toward Imhoff Road. A report on the group’s discussion will be presented at the City Council Study Session on April 30, 2019. Member Terry made the motion seconded by Member Knudsen to approve the minutes.
