TREE BOARD April 1, 2019 The Tree Board of the City of Norman, Cleveland County, State of Oklahoma, met in the Study Session Room on the 1st day of April 2019, at 4:07 P.M. ITEM 1, being: ROLL CALL Present: Chairman Menzie and Members Grisso, Huffman, Janaway, Tedder-Loffland, and Winegardner Absent: Members LaVastida and Spain Tardy: Member Fagin arrived at 4:09 p.m. City Officials Jud Foster, Director of Parks and Recreation Karla Sitton, Administrative Technician IV ITEM 2, being: APPROVAL OF THE MARCH 4, 2018 MEETING MINUTES Member Huffman made the motion and Member Winegardner seconded to approve the minutes. The vote was taken with the following results: YEAH: Chairman Menzie and Members Grisso, Huffman, Janaway, Tedder-Loffland, and Winegardner NAY: None ITEM 3, being: APPROVAL OF THE AGENDA Member Winegardner made the motion and Member Huffman seconded to approve the agenda. The vote was taken with the following results: YEAH: Chairman Menzie and Members Grisso, Huffman, Janaway, Tedder-Loffland, and Winegardner NAY: None __________________________________________________________________________________________________________ Member Fagin arrived at the meeting at 4:09 p.m. __________________________________________________________________________________________________________ ITEM 4, being: SUBCOMMITTEE REPORTS Nothing to discuss. ____________________________________________________________________________________________________________ Tree Board Page 2 of 2 April 1, 2019 ITEM 5, being: DISCUSSION REGARDING THE EARTH DAY EVENT The Earth Day Event will be Sunday, April 28th from noon to 5:00 p.m. at Reaves Park. The Board discussed the event and worked out a schedule when those could participate and work the booth they plan to share with the Park Foundation. Chairman Menzie said he would be setting up a booth and working the swing for Tree Wizard again this year. Member Huffman said he was still working on getting some free trees to give away. Park Staff will bring tables, chairs, and activities, arts and crafts for children to do. ___________________________________________________________________________________________________________ ITEM 6, being: UPDATE ON TREE ORDINANCE AND POSSIBLE FORESTER POSITION Mr. Jud Foster, Director of Parks and Recreation, said Council unanimously approved Ordinance No. O-1819-34, adding Article X to Chapter 10, of the Code of Ordinances of the City of Norman establishing regulations to protect healthy and significant trees in the public streets and rights of way. He said the ordinance will go into effect on March 28, 2019. Mr. Foster said a position for a future City Forester will need to be done through a budget request, to include the salary, vehicle, computer, and supplies, and will need to be approved by Council. Member Fagin asked if Council approves the position, how long it would be before a City Forester would be on staff; and Mr. Foster said July 1, 2019, unless Council wanted it to be filled before then. Mr. Foster said current staff will regulate the ordinance to the best of their ability until the Forester position is approved and/or hired. He said he is aware of a couple of people who interested in the position. __________________________________________________________________________________________________________ ITEM 7, being: MISCELLANEOUS DISCUSSION Chairman Menzie said his wife and daughter attended the Tree City Luncheon with Lisa Griggs, Senior Program Coordinator, because he was ill and could not attend. He said they enjoyed it very much. ITEM 8, being: ADJOURNMENT Member Winegardner made the motion and Member Huffman seconded to adjourn.
