Public Arts Board * June 10, 2019 * 4:00 pm, City Hall
In Attendance: Cheryl Lockstone, Gary Kramer, Erinn Gavaghan, Michael Bendure, Taylor Wagner, Douglas Shaw Elder, Ally
Richardson, Lynne Siano and Debby Williams.
Item 1 – Lockstone called the meeting to order at 4:07.
Item 2 – Welcome
No guests.
Item 3 – Approval of Minutes
A motion to approve the minutes from the May meeting was provided by Elder and seconded by Siano. The minutes were accepted
without further discussion.
Item 4 – Update of Finances
The finance report as of June 3, 2019 reflected the following:
• Current balance of $62,870.94 + utility donations from February – May for a total of $66,367.74 in available funds.
• Committed funds include $4,000 for ongoing maintenance in addition to $20,000 for more bike racks.
• $66,367.74 in available funds with $24,000 in committed funds leaves $42,367.44 net available funds.
Item 5 – Current Art Items
• Bike Rack Fabrication – Gavaghan and Elder reported that the fabricator reviewed the bike rack designs and seven were
chosen to be manufactured. The designs for Rose Rock, Bigfoot Takes a Stroll, and Diving Ducks simply proved too
complicated and thus were not further considered. As far as previous powder coating issues go, Gavaghan explained that the
racks will be fabricated using one color [each] so that should help with chipping and overall deterioration/preservation.
Item 6 – Percent for Art Projects
• Central Library – Williams provided the Board with an update regarding the upcoming installation, dedication, and
celebration of Paul Cocksedge’s “Unbound” at the Central Library. The artist will be in Norman for an Artist’s Talk on July
24th followed by the dedication and dinner on July 25th. Richardson made the motion to approve that $450 of PAB money be
used to fund dinner with the artist on 7/24; Kramer seconded and the motion was approved without further discussion.
• Ruby Grant Park – The selection committee for this project recently met for the first time. Another meeting will be
forthcoming with the chief project manager soon.
• East Branch Library – The Summer Solstice Celebration will take place on June 21st; all PAB members are invited to attend.
Williams and Gavaghan explained that one, major portion of the celebration actually includes a community art project called
“MuseoAeroSolar”—a large-scale piece in which 400 plastic bags are decorated and taped together to eventually take shape
and “launch” as it heats up from the sun. The project is multi-faceted in that it involves public art, community and
collaboration to raise awareness about environmental issues—like those caused by plastic bags. Plastic bags can be dropped
off at Mainsite until they will be taken to The Mercury to be put together.
Item 7 – Public Art is Smart

Item 8 – Public Arts Master Plan
• SWOT – This meeting will likely take place in July.
• Williams additionally reported that she is working on a “master timeline” for the project. She explained that the metro area
cultural/public arts master planning process has currently been put on hold for year which will actually give the PAB/PAMP
committees a little bit more flexibility.
Item 9 – Board Status Reports
• PAB Utility Donation Committee – Bendure reported that he met with Gavaghan recently to further discuss the respective
roles of the NAC and PAB. He has several good ideas for social media and would like to focus on brand-awareness and
consistency. Gavaghan also mentioned that the City’s new website will prevent us from soliciting utility donations, but
perhaps we can work with Terry Floyd (Development Coordinator for the City of Norman) to further resolve this issue.
• Social Media – Ongoing posts regarding “MuseoAeroSolar” and “Unbound.”
• Duck Sculptures – N/A
• Website Development – See “a.”
Item 10 – New Business
• A motion to cancel the July PAB meeting was made by Kramer and seconded by Siano; no one opposed since it was
determined that most of the board will be out of town anyway.
• Gavaghan explained that she was recently approached by “K” (a local artist) about painting a piece (or multiple) on the back
side of Palmer’s mural that is located along the south edge of the Gray Street parking lot. Because the PAB still has no
process or guidelines in place for this (which might include considerations such as potential damage, the lifespan of the piece
itself, ongoing maintenance, public vs. property regulations, etc.), the PAB deemed that we were unable to officially support
the project at this time. The board is hopeful that we can work with the City soon on getting some language and contracts in
place for future opportunities such as this one. It was stressed that consistency will be most important when it comes time to
working with artists on other, future PAB- and non-PAB-related projects.
