Public Arts Board Meeting

Public Arts Board * February 10, 2020 * 4:00 pm, City Hall Building – Study Session Room In Attendance: Cheryl Lockstone, Lynne Siano, Taylor Wagner, Douglas Shaw Elder, and Ally Richardson. Also: Debby Williams (Public Art Manager) and Erinn Gavaghan (NAC Executive Director) Item 1 – Lockstone called the meeting to order at 4:04. Item 2 – Welcome Guests: Mindy Wood (Norman Transcript) Item 3 – Approval of Minutes Richardson moved to approve the minutes from January; seconded by Siano. The motion was unanimously approved without discussion. Item 4 – Update of Finances The finance report as of February 4, 2020 reflected the following: • Current balance of $77,474.04 in addition to $628.28, $550.00 and $563.00 in utility donations from November, December and January, respectively, results in $79,215.32 of available funds. This includes the $10,000 Toyota grant. • Committed funds include $4,000 for ongoing maintenance; $18,600 for more bike racks; $2,000 for Artful Inlets Artist Honorariums; and $5,000 for NAC administration. • NET available funds total $49,615.32. Item 5 – Overview of Public Arts Manager Report Williams provided the PAB with a handout that includes an overview and updates regarding Norman Forward % for Public Art projects. Current projects include the following: • Public Art Master Plan – no update. • Public Art Workshop –The next workshop will be held on Saturday, February 22. The topic is “Public Art: Inclusive by Design.” • Artful Inlets – An information session about this project was held on January 22 at 6:30 p.m. (the event had a fantastic turnout). Installation of the new inlets will take place April 10-11 (during the 2nd Friday Art Walk). o There may be a need for volunteers for this project. o PAB members were encouraged to brainstorm about potential marketing efforts for the April Art Walk (to help promote Artful Inlets/other PAB projects and raise awareness about utility donations). • Percent for Art Projects: o Ruby Grant Park Update – The finalists will present their proposals to the selection committee on March 4. Finalists include: Tracey and Rick Bewley (OKC), Klint Schore (OKC) and Valerie Thegerge (D.C.). o Senior Wellness Center – no update at this time. o Andrews Park – no update. o Aquatic/Multi-sport Facility – no update. o Remaining projects for 2020: Griffin Park. • Public Art is Smart – Williams and Sue Madole, the PAIS education expert, met with Dr. Simmons (Assistant Superintendent for NPS) on January 22 to show her the latest resources for Prairie Wind and the 2020 marketing plan. Dr. Simmons was receptive and enthusiastic. Item 6 – Artful Inlets Please refer to notes above under Item 5. Item 7 – New Business • Lockstone provided an overview of a few updates to the PAB Charter (most of which simply offered further clarification on the budget as well as potential board member requirements/make-up). Elder moved to approve the updates; Richardson seconded. The document is now in the hands of the NAC Governance Committee for final approval. o During this discussion it was also explained that the PAB is in need of a replacement for Gary Kramer—a mayoral appointment to the board who recently resigned. • Elder provided an update regarding the ducks after talking to local fabricator, Eric Fischer. It was determined that to cast and produce a new duck the cost would be $950…but only $150 to strip the “current” ducks of their paint. As of right now, there are three ducks in need of repairs, so Elder proposed that the appropriate artists be contacted so that their ducks can be stripped of paint and made available for the next round of duck design submissions (to be revealed at a Summer Breeze concert). In the meantime, Elder and Williams plan to further investigate the ducks as well as VERA and if/how to handle these kinds of things (like repairs and maintenance) with artists on future projects.
