CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES August 11, 2016 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4:00 p.m. in the Multi-Purpose Room located at 201 W. Gray Street on the 11th day of August, 2016, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. Member Greenleaf made a motion to approve the Citizens Public Safety Oversight Committee minutes of the July 14, 2016 meeting, which motion was duly seconded by Member Goth; and the question being to approve the Citizens Public Safety Oversight Committee minutes of July 14, 2016, a vote was taken with the following result: Citizens Public Safety Oversight Committee Minutes August 11, 2016 Page 2 YEAS: Members David Wilson, Joan Goth, Mike McIlvoy, Lea Greenleaf, and Bill Scanlon NAYES: None Acting Chair David Wilson declared the motion carried and the Citizens Public Safety Oversight Committee minutes of July 14, 2016, are approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Suzanne Krohmer made presentation. There is a new charge under Communications. Those are the two new full time Communications Officers that we added this year as part of the PSST II. Member Greenleaf inquired if we were at full staff. JD Younger stated that no we are not up to full staff. Krohmer stated that a maintenance agreement was signed for New World Maintenance and Repair which was shown in a large one time payment. Member Scanlon inquired about a larger than normal expenditure for the month on the salaries and benefits. Krohmer stated that there was a holiday bonus that was paid out and this could be part of the larger amount. Member Greenleaf asked when New World was supposed to be paid for. Krohmer stated that all of the funds were encumbered, but that Major Younger could answer. Major Younger stated that it was the annual maintenance agreement that is pro-rated across each public safety department based on number of personnel so that is why you are seeing it reflected in both patrol and in fire. That agreement is about $192,000 a year and we pay maintenance in support of that system so we will see it as a reoccurring cost every July. Fire Department Chief King stated that we got our PSST Fire Engine approved by the City Council. Our ladder/platform is still on schedule to arrive in November. Chief King stated that we just promoted two Assistant Chiefs and we are promoting a new Fire Inspector next week. Our recruit academy is going great with twelve individuals. Member Scanlon asked if the budget of $540,000 from last week is still approved for the Fire Engine. Chief King stated that $512,000 was used for the apparatus alone and the rest will be for radio and equipment and they are still projected to come in under budget. Acting Chair David Wilson wanted to thank Station 1 for coming out to his block party last week. Citizens Public Safety Oversight Committee Minutes August 11, 2016 Page 3 Police Report Captain Shawn Hawkins stated that they are still set to have the academy start September 12 with a total of 27; 21 being Norman Police Department employees, 5 from OU Police Department, and 1 Fire Inspector. Lt. Shattuck will be promoted to Captain tomorrow. COP hours are way up this month from last month due to the Police Athletics League. It will be 450-500 hours split between instructional hours and mentoring hours. We will be about 830 COP hours for the month. Community initiatives we have going on are the Police Athletics League and the Citizens Police Academy which will start the 29th of this month. Major Foster stated that we have three different body camera vendors; the WatchGuard, L3, and Wolfcom. The Wolfcom camera is much smaller and more compact and the lenses adjust 90 degrees. They will be in the field for two and a half weeks and then the group will evaluate the cameras. Special Investigations and Traffic get input and then the committee will decide which is the best to use. Member Scanlon asked if the protocols that go with privacy and schools are not an issue right now. Major Foster stated that they aren’t right now because we have policies of our own in place because there are several things that we won’t release video for unless given a court order. Member Greenleaf asked about the quality of the three cameras. Major Foster said that all three cameras were high quality but that the difference would be in their field of view. We will have a public awareness and information drive. These cameras will pick up a lot more than what the officer can see or hear and the audio is very good. Member Greenleaf asked if the battery life was also comparable. Major Foster said that there are different battery packs for different amounts of battery life. Member Scanlon asked that once the decision was made, what would the timeline be. Major Foster stated that once they have the contract letting them know what the costs will be, they will submit it to the council and once the council approves the contract, the turnaround will be very quick. Member Greenleaf asked if there will be any accessory packages for detectives or other types. Major Foster states that some have a covert method and night vision but some do not. Captain Shawn Hawkins stated that there was a request about traffic and the construction zones. Intel Analyst found that there has not been an increase in traffic accidents due to the construction zones on Lindsey and Main, but there has been a slight increase in accidents on Robinson due to the construction. Three out of five were attributed to congestion from the construction. The Police Department is participating in a community policing survey that is offered by the community policing office. This is mostly an internal survey that will help us measure how adequately we have implemented community policing with our agency. It will have a small external component where we have asked several community partners to participate to get their opinions. Results should be in after the 23rd. Member Greenleaf asked if they know anything about Lindsey and Imhoff Creek Bridge. Captain Hawkins stated that it is supposed to be completed sometime between the second and third home football game. Captain Hawkins stated that there will be the standard response for OU game day concerning traffic. Citizens Public Safety Oversight Committee Minutes August 11, 2016 Page 4 Member Scanlon wanted to offer kudos for the Athletic League. Captain Hawkins stated that it went very well, they had a great graduation, the kids learned a lot, and they hope to do it again next year. Acting Chair Wilson asked about how the kids were chosen for the program. Captain Hawkins stated the kids were selected by middle school counselors and teachers. We had 22 kids in the program. The SRO’s were mentors. We did a lot of team, character, and value building exercises along with sports. There was a lot of positive interaction between the officers and the youth. Citizen Roger Gallagher asked if there was a remote tracking system for the cameras we are testing. Major Foster states no, you could track a vehicle camera, but not a body camera. Acting Chair Wilson stated that a silent alarm went off at Jackson elementary the other day and the Police Department responded quickly and promptly. He appreciates that as an employee. Member Greenleaf stated that at the range the State Regional Shooting Match is going on. Spectators are welcome. Chief Humphrey stated that Lt. Shattuck will be promoted to Captain in internal affairs. Also, Major Younger just came back from a three week executive police program where the topic was 21st Century Policing. They will be sending command staff each year and next year Major Foster will be going. Captain Teuscher is at the FBI Academy right now. They are about to go to San Diego for the Police Chiefs Conference. We are doing a lot of stuff that larger departments and cities are just now doing or beginning like de-escalation training and emotional intelligence training. We are very cutting edge. Member Scanlon asked if Chief Humphrey had any comments on his trip to Baltimore. Chief Humphrey stated that he went to Baltimore to attend the National Black Officers Association Conference where he sat on a panel with other officers. There was very good dialogue and he had a chance to speak to the Chief of Baltimore Police. The main focus was race relations and he met with the Black Lives Matter group. There are a lot of misconceptions about that movement and they are untrue. We are doing a really good job here in Norman in terms of these types of problems. Member Scanlon stated that we just don’t have the types of problems that Baltimore and other larger cities have. Chief Humphrey states that the department has long meetings where they discuss how to make citizens comfortable in approaching the police officers and attracting minorities. This training that the police department is participating in is going to make us better. The police had a meeting today with a group from OU, the Student Life Group. He stated that the police would be inviting this group to one of their meetings to ask questions and that this was the way they would infiltrate the campus. Chief Humphrey wanted to commend Major Younger for doing the three week training. Captain Hawkins brought a rough draft of the annual work plan for 2016/2017. He stated that he would funnel questions about the draft through Krohmer and get a final draft in the annual report. Acting Chair David Wilson congratulated those being promoted and Chief Humphrey for his insights into what has been going on in the Black Lives Matter movement and the responses to it. ****** Citizens Public Safety Oversight Committee Minutes August 11, 2016 Page 5 ITEM 5, being: DISCUSSION REGARDING PHASE II RADIO CONSULTANTS AND RADIO SYSTEM UPDATE Major Younger stated that the RFP has closed and they had four responses. They have a tentative grade out schedule for the full responses and they are scheduled to meet in person with the consultants on the 23rd and then make their recommendations. Recommendations will determine future dates to select the vendor. Member Greenleaf asked if they were still looking at dovetailing with Oklahoma City. Major Younger stated that they are running a separate project but are looking for efficiencies. They do not want to be held up by what their process is but they are monitoring them closely. ****** ITEM 6, being: UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Chief Humphrey stated that they are looking at the RFQ for design. They will look and make their changes and then get it out to the Council to sign. This is for the architectural design. Once they get everything done as far as the design and choosing the architect, they are looking at about 24 months. Member Scanlon asked when the Council would see it. Chief Humphrey stated it would be in the next 45 days. ****** ITEM 7, being POLICE DEPARTMENT WEST DISTRICT STAFF INTRODUCTIONS Captain Lehenbauer is currently the captain on the division III night shift. The people in that division start work at 9pm and work until 7am. They have 22 officers and 4 supervisors that coordinate different teams. Captain Lehenbauer coordinates the Post Academy Training that stresses adult learning. In the FTO model, an officer is graded on 15 categories. In this Post Academy Training they do not do this. They learn through their mistakes instead of receiving grades. He also coordinates Firearm Training, the Pistol Team, and the Taser program training. Everyone that carries a Taser has been shot by a Taser. Captain Lehenbaur stated also that the minimum staffing for the night shift is 10 and 2 supervisors. Member Scanlon asked if there are any nights that are more active than others. Captain Lehenbaur said that the staffing stays the same across the board but Thursday, Friday, and Saturday nights are usually busier. He also stated that there is an overlap of division II that come in at 4:30pm and get out at 2:30am. Member Scanlon asked about the offenses. Captain Lehenbaur said they were mostly large parties and DUIs. Citizens Public Safety Oversight Committee Minutes August 11, 2016 Page 6 Member Greenleaf asked if Captain Lehenbaur found trouble with the Emergency Order Detention (EOD). Captain Lehenbaur stated that if their facilities are full they have to take people to Ada or the Tulsa area. Sometimes they ask for volunteers who can be paid overtime to help with this. They do make sure they have enough officers to cover their security. Member Greenleaf asked if they sometimes do a taxi run with more than one prisoner to transport at once. Captain Lehenbaur stated that sometimes they do. Member Greenleaf stated that he appreciates the officers who come over to South Pickard due to traffic. Captain Lehenbaur stated that the police department implements DDACTS where they use information on crime and traffic to address problems. ITEM 8, being DISCUSSION DRAFT OF COMMITTEE’S ANNUAL REPORT AND POSSIBLE APPROVAL OF THE ANNUAL REPORT Member Scanlon had an issue with the 5 year implementation plan. He believes it is confusing and isn’t really needed. He recommends taking the 5 year implementation plan out of the annual report and just using the updated annual work plan. Member Scanlon makes a motion to take the 5 year implementation plan out of the annual report. Member Greenleaf seconded the motion. All approved unanimously. Suzanne Krohmer stated that she wanted to point out that on page four of the annual report she has updated filled position numbers. Member Greenleaf inquired about the status of the Communications Officer. Major Younger stated that he knows they hired a group at the beginning of June and that the City Manager authorized us to get the PSST person ahead of time but he wasn’t quite for sure on the actual figure.
