CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES December 8, 2016 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4:00 p.m. in the Study Session Room located at 201 W. Gray Street on the 8th day of December, 2016, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Eddie Sims, Members Matthew Leal, Bill Scanlon, Melanie Hayes, Linda Price, Joan Goth, Mike McIlvoy, and David Wilson ABSENT: Member Lea Greenleaf COMMITTEE LIAISONS: Robert Wasoski, FOP (absent) Lindsay Echols, OU (absent) IAFF (position vacant) STAFF PRESENT: Suzanne Krohmer, Budget Manager Chief Keith Humphrey, NPD Chief Travis King, NFD Asst. Shawn Hawkins, NPD Jacob McGuire, Norman Transcript Sereta Wilson, Citizen and running for Ward 5 City Council Casey Holcomb, Citizen Item 2, being INTRODUCTION OF STAFF AND GUESTS Chair Sims called the meeting to order. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF NOVEMBER 10, 2016. Member Scanlon made a motion to approve the Citizens Public Safety Oversight Committee minutes of the November 10, 2016 meeting, which motion was duly seconded by Member Price; Citizens Public Safety Oversight Committee Minutes December 8, 2016 Page 2 and the question being to approve the Citizens Public Safety Oversight Committee minutes of November 10, 2016, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Matthew Leal, Bill Scanlon, Melanie Hayes, Linda Price, Joan Goth, and David Wilson NAYES: None ABSTAINED: Member Mike McIlvoy Chair Eddie Sims declared the motion carried and the Citizens Public Safety Oversight Committee minutes of November 10, 2016 are approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Suzanne Krohmer made the presentation. She stated that the salary and benefits section was higher this month due to having 3 pay periods and 3 holidays. There were 5 replaced police cars in this report. Member Scanlon asked if the increase in firearms and ammo was an ordinary purchase. Krohmer stated that this was normal and the training was just for the PSST patrol. Fire Department Chief King made the presentation. Deputy Chief Wilson will be going to Wisconsin after the final approval to get the aerial ladder platform that was purchased. We hope to receive this by the end of the month and to have it in service by the end of January. Engine 5 prebuild is done and we hope to get that delivered by the end of May. All recruits are now on duty. Police Report Captain Shawn Hawkins made the presentation. There have been 186 Community Policing Hours for November. Canes with a cop happened in November. Coffee with a cop happened at Starbucks on West Robinson on the 14th of November. There were 22 graduates from the Citizens Police Academy, and on Black Friday the Norman Police Department performed another Operation Citizens Public Safety Oversight Committee Minutes December 8, 2016 Page 3 Cadence project that was very fruitful. We held a community forum on the body cameras for the Police Officers last Monday. ****** ITEM 5, being: DISCUSSION REGARDING PHASE II RADIO CONSULTANTS AND RADIO SYSTEM UPDATE Chief Humphrey made the presentation. We had negotiations with our top vendor today and the contract will go to the Finance Committee on January the 12 th and to the Study Session on January the 15th. ****** ITEM 6, being: UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Chief Humphrey made the presentation. He stated that we are in the process of getting a team to come evaluate the property to see if the location will work for the project and then we will get the design completed. After these things are done, the project can get started. ****** ITEM 7, being UPDATE ON POLICE BODY CAMERAS Chief Humphrey made the presentation. He stated there was a town hall meeting about the body cameras last Monday that discussed the policies, implementation, privacy, replacement, the fact that we would deploy 75 body cameras, and we would also deploy 7 new in-car cameras. 2 of the new in car cameras will be on motorcycles. We had a really good turnout with questions on integrity and management of the system. The contract goes to City Council on Tuesday to be approved. Our tentative deployment will be sometime in January. It will be 4-6 weeks after approval of the contract. He asked if we could wait until next month to address the outcome of the self-assessment tool surveys because we still have some questions that we are waiting to get answered. We would like to present this when we have all of the facts and can give you all of the answers completely. Member Scanlon stated that he went to the public forum on the body cameras and he thought that the information was well presented by Lt. Barbour and Chief Humphrey. Citizens Public Safety Oversight Committee Minutes December 8, 2016 Page 4 Chief Humphrey stated that we do not have the storage for the cameras to be on full time and there are also privacy issues for the Officers. We have had a recording device for 20 years and every officer uses those. We have used these in criminal cases and we are not treating these body cameras any different than the recorders. Casey Holcomb, a citizen, asked if the written policy for the body cameras would be approved at the City Council meeting the same time as the contract. Chief Humphrey stated that the policy for these was approved over 2 years ago and this Committee did review it. ****** Item 8, being ESTABLISH AGENDA TOPICS FOR THE NEXT JANUARY 12th MEETING The Police self-assessment needs to be delayed for at least a month to get all the information for the presentation. Both Chair Sims and Vice Chair Wilson will not be available for the January 12th meeting. There has been a delay in the sexual assault discussion that was scheduled for this meeting. Captain Hawkins would like to know exactly what the Committee is looking for in regards to a sexual assault discussion so he can have everything they need for the presentation. Member Leal stated that it would be best to put off the next meeting until February. We would like to focus on the sexual assault discussion in February and do the self-assessment presentation in March at Fire Station #9. Member Wilson stated that he is just looking to discuss what the protocol for dealing with sexual assault is and he liked the idea of getting other community organizations involved. He would like to have a panel discussion with people within the field that work to support victims and could offer special training on sexual assault. Captain Hawkins stated that Detective Collette is a member of the Cleveland County Sexual Assault Response Team (SART) and deals primarily with sexual assault cases. He also works with the Women’s Resource Center. We have a full time advocate from the Women’s Resource Center who has an office at the Investigations Center. Marcus Savage, who is one of our School Resource Officers, works with My Body My Life and he could participate as well. We could have Savage, Collette, and the SART Team available for this panel discussion on sexual assault. Member Leal asked if it would be possible to have this discussion on video so citizens would have access to it as a resource. We could have this meeting take place in the City Council chambers so it can be videoed and available. We would like these volunteers to make a presentation and then to answer any questions that people might have. There could be a presentation on how a sexual assault case is handled from beginning to end. Chair Sims would also like to hear about the number of calls and statistics that have to do with sexual assault in Norman. Radio updates and EOC updates will be on the upcoming meeting as well. We will postpone the Use of Force Simulator until a spring meeting when it is warmer. Chief Humphrey asked if it would be ok to give quarterly updates on the radios and the EOC. Chair Sims stated that it is fine with him, but we would ask at the next meeting when Member Greenleaf was present. Citizens Public Safety Oversight Committee Minutes December 8, 2016 Page 5 ****** Item 9, being MISCELLANIOUS COMMENTS Member Price said Happy Holidays to everyone and Member Wilson said thank you to the Police and Fire Departments for protecting us. ****** Item 10, being ADJOURNMENT Member Leal moved that the meeting be adjourned. Member Scanlon seconded the motion. Chair Sims declared the Citizens Public Safety Oversight Committee adjourned at 4:26pm.
