CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES July 13, 2017 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 201 West Gray Street, Multi-Purpose Room on the 13th day of July, 2017, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Eddie Sims, Members David Wilson, Lea Greenleaf, Melanie Hayes, Linda Price, Matthew Leal, Mike McIlvoy, and Bill Scanlon, and Joan Goth ABSENT: None COMMITTEE LIAISONS: Robert Wasoski, FOP (absent) Lindsay Echols, OU (absent) IAFF (position vacant) STAFF PRESENT: Suzanne Krohmer, Budget Manager Capt. Shawn Hawkins, NPD Major David Teuscher, NPD Travis King, Fire Chief NFD David Grizzle, NFD Jacob McGuire, Norman Transcript Roger Gallagher, Citizen Item 2, being INTRODUCTION OF STAFF AND GUESTS Chair Sims called the meeting to order. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF JUNE 8, 2017. Member Greenleaf made a motion to approve the Citizens Public Safety Oversight Committee minutes of the June 8, 2017 meeting, which motion was duly seconded by Member Hayes; and the Citizens Public Safety Oversight Committee Minutes July 13, 2017 Page 2 question being to approve the Citizens Public Safety Oversight Committee minutes of June 8, 2017, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members David Wilson, Lea Greenleaf, Melanie Hayes, Linda Price, Matthew Leal, Mike McIlvoy, and Bill Scanlon, and Joan Goth NAYES: None Chair Eddie Sims declared the motion carried and the Citizens Public Safety Oversight Committee minutes of June 8, 2017 are approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Suzanne Krohmer gave the presentation. She stated that in this month’s statement, you see the final payment from Norman Public Schools for their contribution to the SRO program. Going forward they will pay on a quarterly basis. Member Scanlon asked what prompted the payments for the EOC. Member Price stated that with architectural contracts, depending on the contract language, a certain percentage of the total cost will be due at certain completion points. Fire Department Chief King gave the presentation. He stated that the new platform at Station No. 9 was having a few problems and had to be sent in for warranty repairs. We will be able to do the tour that was planned for July in August instead. The Fire Department was budgeted $625,000 out of the PSST account to design and replace another engine in this fiscal year. This engine will go to Station No. 7, which is the rescue station. The new engine will have more rescue and extraction equipment. It will also have an onboard phone system. The target delivery date of this new engine is May or June of 2018. Member Goth commented that a friend recently told her of an incident where they had to call the Fire Department. That friend stated that the Fire Department was very helpful and professional. Member Scanlon stated that he appreciates Station No.7 for attending the Fourth of July parade in his neighborhood each year. Citizens Public Safety Oversight Committee Minutes July 13, 2017 Page 3 Police Report Captain Hawkins gave the presentation. He stated that the 55 th Academy will start on August 7th. 9 conditional offers were made, but we did lose one during the pension physical. COP hours for the month were at 724. A lot of this was for Safety Town, which was the entire month of June. We also held an SRO board for selection which will give us 1 Lieutenant, 2 in each high school, and 1 in each middle school. We also identified an extra for training. Member Greenleaf asked if the department was looking at staying on the same SRO schedule even though the budget was less than expected. Captain Hawkins stated that while they did not get enough money in the budget to expand to full implementation of the program, they did get more than they expected so we are hoping to continue to expand next summer. Member Goth asked how long the academy will be, will it be shorter? Captain Hawkins said yes, about 12-13 weeks because it is a lateral academy and all the officers have been certified officers elsewhere and will be a shortened field training process as well. Major Teuscher said that the out of state officers have to have additional CLEET training. Member Price asked how many vacancies we have in the Police Department. Major Teuscher stated that we are about 20 people short but we have 12 people still in the training process that will fill some of those vacancies. Chair Sims asked if there have been any plans made for the next Academy after the 55th. Major Teuscher stated that Chief Humphrey would like to do more lateral academies until we have a full roster but we would have to look at all of the logistics before final decisions are made. Chair Sims asked when the next Academy will be held. Major Teuscher stated it would take place in April 2018. Captain Hawkins stated that there has been an increase of kids from 22 to 33 in this year’s Police Activities League (PAL). This was held at Longfellow Middle School during summer school. He also stated that we were able to expand the program this year due to an increase in funding and donations. The hours are from 8-3 Monday-Friday. ****** ITEM 5, being: DISCUSSION REGARDING PHASE II RADIO CONSULTANTS AND RADIO SYSTEM UPDATE Major Teuscher gave the presentation. He stated that the second meeting was held on July 5 th and they did an evaluation of the tower near 108th. This tower failed the evaluation due to damage from a previous tornado. This means we will have to build a new tower at that site. We are also working with the City Legal Department to acquire the other two sites at 144 th and Hwy 9 and 84th and Post Oak. The four that we own are at the Animal Welfare area, Cascade Water Tower, Hall Park Water Tower and a park area. Citizens Public Safety Oversight Committee Minutes July 13, 2017 Page 4 Member Greenleaf asked if radio model numbers had been identified yet. Major Teuscher said I’m sure they have it, might be in the contract. The toning system for the Fire Department is almost ready to implement and we are switching over the station’s dispatch consoles. The console for this was paid out of the PSST Fund. ****** ITEM 6, being: UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Major Teuscher gave the presentation. We are waiting for the Police Department and the Fire Department’s separate grants to fund more on this project than what we have budgeted. We are currently working with the architect on renderings. Member Greenleaf stated he would like to see 20,000 sq.ft.compared with forecasting 45,000 sq. ft. Member Sims said the City of Norman has a bad history about planning realistically for future major projects. It would be nice to not keep repeating the same thing year after year. ****** ITEM 7, being SCHOOL RESOURCE OFFICER FUNDING WITH NORMAN PUBLIC SCHOOLS Member Greenleaf thinks the SRO program is a very important program and would like to see the program stay on schedule if the school system can provide more funding. Captain Hawkins stated that there is a problem trying to train officers for the program when we are unsure if the school system can provide the funding for additional officers. Member Greenleaf would like for the Committee to formulate a letter to the City Council asking for additional funding for the SRO program from the school system. Chair Sims stated that we should wait to write this letter until September after we get the SRO update. He also thinks we should make the full implementation of the SRO program a priority for this next fiscal year. Captain Hawkins said the Superintendent is 100% behind the SRO program and also wants full implementation as fast as possible. Major Teuscher stated that it is not just a funding issue; we have a staffing issue in that there are not many qualified candidates available for hire. ****** Citizens Public Safety Oversight Committee Minutes July 13, 2017 Page 5 Item 8, being DISCUSSION REGARDING COMMITTEE’S ANNUAL REPORT Chair Sims stated that he would like to add the concerns about not having completed the SRO program and the concerns about the appropriate size of the EOC to accommodate future needs. Member Greenleaf stated that he would like to ask the Council to utilize the PSST Committee more due to the level of expertise on the Committee. Chair Sims stated that he would like some statement about how this Committee is a dedicated group of experts and would be willing to share their knowledge on any topic pertaining to public safety. ****** Item 9, being ESTABLISH AGENDA TOPICS FOR THE NEXT AUGUST 10TH MEETING The Committee will be meeting at Fire Station No. 9 and will talk about the SRO program, EOC, Radios, and the Annual Report. ****** Item 10, being MISCELLANEOUS COMMENTS Member Scanlon stated that the Citizens Police Academy alumni will be sponsoring a fundraiser at Michelangelo’s tonight from 7-9 pm to raise money for programs aimed at Community Oriented Policing. ****** Item 11, being ADJOURNMENT Meeting adjourned at 4:55 pm.
