CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES August 10, 2017 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 201 West Gray Street, Multi-Purpose Room on the 10th day of August, 2017, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Eddie Sims, Members David Wilson, Lea Greenleaf, Linda Price, Mike McIlvoy, and Bill Scanlon ABSENT: Members Matthew Leal, Joan Goth, and Melanie Hayes COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Suzanne Krohmer, Budget Manager Mike Wilson, NFD Marcus Savage, SRO NPD Kent Mosley, SRO NPD Jacob McGuire, Norman Transcript Roger Gallagher, Citizen Item 2, being INTRODUCTION OF STAFF AND GUESTS Chair Sims called the meeting to order. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF JULY 13, 2017. Member Price made a motion to approve the Citizens Public Safety Oversight Committee minutes of the July 13, 2017 meeting, which motion was duly seconded by Member Scanlon; and the Citizens Public Safety Oversight Committee Minutes August 10, 2017 Page 2 question being to approve the Citizens Public Safety Oversight Committee minutes of July 13, 2017, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members David Wilson, Lea Greenleaf, Linda Price, Mike McIlvoy, and Bill Scanlon NAYES: None Chair Eddie Sims declared the motion carried and the Citizens Public Safety Oversight Committee minutes of July 13, 2017 are approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Suzanne Krohmer gave the presentation. She pointed out the maintenance agreement costs for the CAD/RMS system came out of the month’s finances. Member Greenleaf asked about the large expenditure for firearms and ammo. Krohmer stated that it is more likely a rollover encumbrance from the previous year. Robert Wasoski stated that part of that amount was due to the total trade out of 22c firearms to Glock 17 firearms. Fire Department Mike Wilson gave the presentation. He stated that there is a new fire engine replacement that will be on the docket of the next City Council’s agenda. Member Scanlon asked what the status of the platform truck was. Wilson stated there have been issues with the computer equipment and emission issues from the government. We have not lost our aerial capabilities because we have 4 other ladders at our disposal. Police Report Suzanne Krohmer gave the presentation. She stated that the 55th Police Academy started Aug. 7th with 8 cadets. COP hours for July were 2,747, which consisted of Coffee with a Cop, 4 th of July activities and parades, PAL, and Norman Day at Reaves Park. Robert Wasoski stated that the Academy is 12 weeks long and graduation day will be October 26th. 3 of the recruits have to go to CLEET training after the Academy ends. Citizens Public Safety Oversight Committee Minutes August 10, 2017 Page 3 Member Scanlon stated that he believes the PAL program is a great program and you can tell how much the kids really look up to the Officers. Member Greenleaf asked if we could have updates on the flash light walks and more information about the programs involved in the COP hours. ****** ITEM 5, being: SCHOOL RESOURCE OFFICERS PRESENTATION Sgt. Marcus Savage gave the presentation. He stated there were 2 SRO at each High School and a Middle School rover. He was in every single Middle School this last year. There was a big focus on the SRO Triad, which emphasizes the teacher, officer, and counselor mentoring. There were some service partnerships that they participated in, such as Operation School Bell and the Rotary Club bicycle giveaway. This is the second year to do PALS and participated with the WATCHDOG program. Sgt, Savage then gave a breakdown of SRO activity for 2016/2017. They have made 12 arrests, 33 state charges, 130 dockets written by police, 83 dockets written by other citizens, 19 protective custodies, 31 interviews, and 66 searches. Member McIlvoy stated that these numbers show the preventative success of the program. Sgt. Savage stated that for this year, 2017/2018, there will be an additional 3 SROs and they will try to filter them into the Elementary Schools. Member Greenleaf asked if the body cameras will be used in the schools. Kent Mosley stated that they can be, but they have rarely had to be used in the schools. Member Greenleaf spoke briefly about the funding issues that have come about since the implementation of the SRO program. ****** ITEM 6, being: DISCUSSION REGARDING PHASE II RADIO CONSULTANTS AND RADIO SYSTEM UPDATE No discussion due to absences. ****** ITEM 7, being Citizens Public Safety Oversight Committee Minutes August 10, 2017 Page 4 UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT No discussion due to absences. ****** Item 8, being DISCUSSION REGARDING COMMITTEE’S ANNUAL REPORT Member Price made a motion to accept the Annual Report as presented. Member Scanlon seconded the motion. Member Greenleaf stated that page 5 of the report described the interaction this Committee has with the Council and the SRO program, and he was pleased with the descriptions. Member Scanlon stated that this year’s COP work plan report is much more detailed than last year’s report, which pleased the Committee. The question being to approve the Annual Report, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members David Wilson, Lea Greenleaf, Linda Price, Mike McIlvoy, and Bill Scanlon NAYES: None Chair Eddie Sims declared the motion carried and the Annual Report is approved. ****** Item 9, being ESTABLISH AGENDA TOPICS FOR THE NEXT SEPTEMBTER 14TH MEETING The NPS Superintendent will join the November meeting, and the Fire Truck and ladder will be during the September meeting if it is available. If the ladder and truck are not available, they will move to the October meeting. In the September meeting we would like to have an update on the EOC as well as the Radio project. Citizens Public Safety Oversight Committee Minutes August 10, 2017 Page 5 ****** Item 10, being MISCELLANEOUS COMMENTS Member Wilson stated that the Fire Department does an excellent job when responding to fires and any emergency. Member Scanlon stated that there is choreography of all of the teams in the Fire Department. ****** Item 11, being ADJOURNMENT Meeting adjourned at 5:04 pm.
