CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES January 11, 2018 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 201 West Gray Street, Multi-Purpose Room on the 11th day of January, 2018, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Members Lea Greenleaf, Linda Price, Matthew Leal, Joan Goth, David Wilson, and Bill Scanlon ABSENT: Chair Eddie Sims, Members Melanie Hayes, and Mike McIlvoy COMMITTEE LIAISONS: Robert Wasoski, FOP (absent) OU (position vacant) IAFF (position vacant) STAFF PRESENT: Suzanne Krohmer, Budget Manager Captain Lehenbauer, NPD Major Teuscher, NPD Captain Hawkins, NPD Major Foster, NPD Asst. Chief Wilson, NFD Item 2, being INTRODUCTION OF STAFF AND GUESTS Member Wilson called the meeting to order. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF December 14, 2017. Member Price made a motion to approve the Citizens Public Safety Oversight Committee minutes of the December 14, 2017 meeting, which motion was duly seconded by Member Leal; and the Citizens Public Safety Oversight Committee Minutes January 11, 2018 Page 2 question being to approve the Citizens Public Safety Oversight Committee minutes of December 14, 2017, a vote was taken with the following result: YEAS: Members Lea Greenleaf, Linda Price, Matthew Leal, Joan Goth, David Wilson, and Bill Scanlon NAYES: none Member Wilson declared the motion carried and the Citizens Public Safety Oversight Committee minutes of December 14, 2017 are approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Suzanne Krohmer gave the presentation. She stated the $3,197 was for an overhead door at Fire Station No. 9 and $12,259 was for equipment on Police cars and firearms. Fire Department Assistant Chief Wilson gave the presentation. He stated that the prebuild on squad 7 was finished in Wisconsin. The completion date for that is late June with a price of a little less than $570,000. Member Scanlon asked if the $800,000 in the apparatus storage could be used to move along with the project. Asst. Chief Wilson stated that Chief King is pursing the start of this process. Member Scanlon asked if the training pad space was being considered. Asst. Chief Wilson stated that we have used the space at Westheimer Airport for training before. He stated that a concrete training pad for our own use would be nice and the police would love to use one as well. Police Report Captain Hawkins gave the presentation. He stated that the 56th Academy starts on April 9, 2018. We have received in the high 90s of applications and we are looking for 16 cadets. Major Foster stated that 38 applicants are moving forward. Captain Hawkins stated that COP hours for the Citizens Public Safety Oversight Committee Minutes January 11, 2018 Page 3 month were a total of 802, with 375 being DDACTS, 256 being problem solving, and 166 being relationships. For the entire year of 2017 we logged 11,724 hours of COP activity. The December events were Winterfest, the Christmas Parade, and Coffee with a Cop. The next Coffee with a Cop will be on Feb. 6 from 5:30-7:30 pm at Appletree Chocolate. Member Leal asked if the Police’s social media person could start sharing the Coffee with a Cop events on all of the Ward pages on Facebook. Captain Hawkins stated that we did do a social media release and we have been pushing these events on social media. Captain Hawkins stated that we also did the yearly Senior Citizens Center luncheon and we did numerous traffic projects over the holidays to remind citizens to obey traffic laws. Major Teuscher stated that the Public Safety Banquet would be January 25th from 7-9 pm and the Chili Supper will be on the 18th at the Norman High Common at 5:30 pm. Member Scanlon asked about the interviews for the additional emergency communications positions. Major Foster stated that interviews happened and 3 applicants are in background at the moment. Hopefully we will get them on board in the next 3-4 weeks. ****** ITEM 5, being: DATA-DRIVEN APPROACHES TO CRIME AND TRAFFIC SAFETY (DDACTS) UPDATE PRESENTATION Captain Leherbauer gave the presentation. He stated that this is how we use data to find crime called Social Harms. These are the different types of crimes that will cluster. These maps and data are collected by partners and stakeholder participation internally and externally. One of the big successes is the Crime Free Multi-Housing program. This is a 3 step process including management training, crime prevention through an environmental design survey, and community awareness. There are 3 areas that have completed the areas of certification and many more that are going through the process. Member Scanlon stated that this has really paid off and this is an excellent program. Captain Leherbauer stated that the data collection and analysis requires officers to be trained to enter data correctly, and then crime analysts scrub data and make corrections as needed and provide weekly and monthly reports. Member Wilson asked if officer presence makes a difference in traffic areas. Captain Leherbauer stated that it does for about a 5-10 minute time frame. We use strategic operations, where officers use discretionary time to be in hot spots and make contacts. The goal is 2 projects per week. Information sharing comes in many forms, such as the website, press release, Coffee with a Cop, etc. Citizens Public Safety Oversight Committee Minutes January 11, 2018 Page 4 ****** ITEM 6, being DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UPDATE WITH PRESENTATION OF NEW EQUIPMENT IF AVAILABLE Major Teuscher gave the presentation. He stated that the shelter is in place at 36th NW and we will receive the radios on Monday. Next week we will be able to have the display of the new radios for the Fire and Police. There have been issues for the animal welfare and 108th St. projects. The animal welfare is too high, so we will be working through that issue with the FAA. The 108th St. issue has to do with the soil that has sand rock, which will add costs to the project. We are still trying to acquire the last 2 locations. ****** ITEM 7, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Major Foster gave the presentation. He stated that Phase I is done and we are waiting on Phases II and III. Phase III is construction. We are waiting on a contract from ADG, which will hopefully be next week and then we will present it to Council. We hope to be on the agenda for the first meeting in February. ****** ITEM 8, being DISCUSS DRAFT LETTER OF SUPPORT TO THE CITY MANAGER AND COUNCIL ABOUT ADDING TWO SCHOOL RESOURCE OFFICERS Member Greenleaf made a motion to approve the draft letter of support to the City Manager and Council for adding two School Resource Officers, which motion was duly seconded by Member Scanlon; and the question being to approve the draft letter of support to the City Manager and Council for adding two School Resource Officers, a vote was taken with the following result: YEAS: Members Lea Greenleaf, Linda Price, Matthew Leal, Joan Goth, David Wilson, and Bill Scanlon NAYES: none Citizens Public Safety Oversight Committee Minutes January 11, 2018 Page 5 ****** Item 9, being ESTABLISH AGENDA TOPICS FOR THE NEXT FEBRUARY 8, 2018 MEETING The next meeting will be at the Police Department briefing room for the demonstration of the radios. Topics will include the Phase III Radio update and the EOC update. Suzanne Krohmer stated that the Fire Chief would like to make changes to the Fire Apparatus acquisitions schedule in the Capital Improvement Projects Budget, so we would like to bring these changes to the Committee. ****** Item 10, being MISCELLANEOUS COMMENTS none ****** Item 11, being ADJOURNMENT Member Price made a motion to adjourn the meeting, which motion was duly seconded by Member Leal; a vote was taken with the following result: YEAS: Members Lea Greenleaf, Linda Price, Matthew Leal, Joan Goth, David Wilson, and Bill Scanlon NAYES: None Meeting adjourned at 4:45 pm.
