CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES January 10, 2019 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 201 West Gray St., Multi-Purpose Room, on the 10th day of January, 2019, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Members Jim Costello, David Wilson, Linda Price, Melanie Hayes, and Bill Scanlon ABSENT: Chair Eddie Sims, Members Matthew Leal, Lea Greenleaf, and Joan Goth COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Kim Coffman, Budget Manager Travis King, Fire Chief Captain Hawkins, NPD Major Foster, NPD Major Teuscher, NPD Kyle Hurley, City Council Candidate Item 2, being INTRODUCTION OF STAFF AND GUESTS Member Wilson called the meeting to order at 4:06 pm. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF December 13, 2018. Citizens Public Safety Oversight Committee Minutes January 10, 2019 Page 2 Member Price made a motion to approve the Citizens Public Safety Oversight Committee minutes of the December 13, 2018 meeting, which motion was duly seconded by Member Hayes; and the question being to approve the Citizens Public Safety Oversight Committee minutes of December 13, 2018 a vote was taken with the following result: YEAS: Members Jim Costello, David Wilson, Linda Price, Melanie Hayes, and Bill Scanlon NAYES: none declared the motion carried and the Citizens Public Safety Oversight Committee minutes of December 13, 2018 are approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Kim Coffman gave the update. She stated that there was a slight increase in revenue in Decem- ber mainly attributed to the quarterly SRO payment from Norman Public Schools. Sales tax was down slightly but use tax was up slightly. Expenditures were down for the month due to no payments to both Capital Projects being made. Fire Department Chief King gave the update. He stated that we are pursuing another pumper tanker to purchase and the one that we just purchased is in production and will arrive in Norman sometime in June. The rescue squad project at station No. 7 is back on track and will hopefully be in service some- time in March. Police Report Citizens Public Safety Oversight Committee Minutes January 10, 2019 Page 3 Captain Hawkins gave the update. He stated that an Academy graduated last Thursday with 11 cadets and they are now getting ready for the next Academy which is scheduled to begin August 19th. Dispatch has lost another position and we are back to 2 positions down. Monthly COP hours were a total of 607, with DDACTS being 270 hours, problem solving being 173, and rela- tionships being 164 hours. Some of the events that were attended were Coffee with a Cop, Sen- ior Center luncheon, Winterfest, the Christmas Parade, and Salvation Army bell ringing. The next Citizen’s Police Academy will start on the 28th of January. The Chili Supper is January 17th. ****** ITEM 5, being: DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UPDATE Major Teuscher stated that construction is 95% complete and we are in the process of construct- ing a driveway. We may have to buy a few more radios due to inoperability with Oklahoma City’s radio system. There is yearly maintenance to this system that will start next fiscal year. The price of this yearly maintenance will increase over the course of 15 years to equal $4.8 mil- lion. He also stated that there are a few PSST positions that we will be requesting, as well as 4 additional positions in multiple areas of the department. We are currently paying quite a bit of overtime when we are short positions. ****** ITEM 6, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Major Foster gave the update. He stated that schematics for the EOC are still a few months out from being completed. We hope to have a construction company before the end of the year. ****** Item 7, being ESTABLISH AGENDA TOPICS FOR THE NEXT February 14, 2019 MEETING Citizens Public Safety Oversight Committee Minutes January 10, 2019 Page 4 The February 14th meeting will include the Radio and EOC updates, and an item for the SRO program update will be added to the April meeting with a school representative and budget status updates. The COP quarterly update will be in February. Major Teuscher stated that the Communications Manager can come to the February meeting to give an update. ****** Item 8, being MISCELLANEOUS COMMENTS None at this time. ****** Item 9, being ADJOURNMENT Member Price made a motion to adjourn the meeting, which motion was duly seconded by Member Costello; a vote was taken with the following result: YEAS: Members Jim Costello, David Wilson, Linda Price, Melanie Hayes, and Bill Scanlon NAYES: None Meeting adjourned at 4:37 pm.
