CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES March 14, 2019 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 2216 Goddard Ave, Fire Station No. 7, on the 14th day of March, 2019, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Eddie Sims, Members Jim Costello, Lea Greenleaf, Joan Goth, Linda Price, Melanie Hayes, Matthew Leal, and Bill Scanlon ABSENT: Member David Wilson COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Anthony Francisco, Director of Finance Kim Coffman, Budget Manager Captain Hawkins, NPD Major Foster, NPD Russell Anderson, Communication Systems Manager NPD Travis King, Fire Chief Mike Wilson, Deputy Fire Chief Item 2, being INTRODUCTION OF STAFF AND GUESTS Chair Sims called the meeting to order at 4:12 pm. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being Citizens Public Safety Oversight Committee Minutes March 14, 2019 Page 2 APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF February 14, 2019. Member Price made a motion to approve the Citizens Public Safety Oversight Committee minutes of the February 14, 2019 meeting, which motion was duly seconded by Member Costello; and the question being to approve the Citizens Public Safety Oversight Committee minutes of February 14, 2019 a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jim Costello, Lea Greenleaf, Joan Goth, Linda Price, Melanie Hayes, Matthew Leal, and Bill Scanlon NAYES: none Chair Sims declared the motion carried and the Citizens Public Safety Oversight Committee minutes of February 14, 2019 are approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Kim Coffman gave the update. She stated sales tax collections were down compared to last year in February and March. Expenditures have been consistent over the last few months. Anthony Francisco stated we projected at the mid-year budget review that revenues will be up about $1.8 million in the General Fund and we think we will spend about $126,000 more than we take in. We are projecting to end the fiscal year with about $7.8 million in the General Fund, which is about $5.5 million more than we have to have. By fiscal year 2022 we project having a negative fund balance, which is illegal in the state of Oklahoma. This is simply due to our ex- penditures increasing faster than our revenues. Francisco stated that the upcoming stormwater bond and utility issues do not impact this projec- tion for the General Fund. Those issues just add an additional $4.4 million in spending on stormwater on top of what is currently being spent out of the General Fund in order to make us Citizens Public Safety Oversight Committee Minutes March 14, 2019 Page 3 federally compliant. If those issues pass, we do hope that there will be some relief down the road in the Capital Fund. Francisco then stated that if Council decides to end the apportionment to the UNP TIF Fund, then around $4 million of sales tax collection would then go back into the General Fund, which would mean we would put off going into the red for the General Fund to further down the line. Francisco stated that projections for the Public Safety sales tax show we will spend the balance of the sold bond money in the next two years, leaving the PSST Fund without money in fiscal year 2020. The Council can’t adopt the budget with this negative projection, so we will have to do something about the PSST Fund now. He recommended to the Council that the PSST Fund should be absorbed into the General Fund now. If we do this, this will then take all of the money that would go back into the General Fund if we end the apportionment to the UNP TIF Fund leaving us with the same problem as before. Francisco stated that the ordinance states that the PSST Committee would still be functioning at least until the completion of Fire Station No. 5 and probably after that to overview the Commu- nity Policing initiative. This will be up to Council, but he reads the ordinance to mean this. Fire Department Chief King gave the update. He stated that the new pumper tanker is under construction and it will arrive in late May or June. The recruit hiring process is under way and we had 252 appli- cants. About 190 passed the written test, and we estimate around half will make it through the agility test. We hope to hire 15 from these recruits. Police Report Captain Hawkins gave the update. He stated we are currently 3 dispatch officers down now. COP hours for the month of February were 719, including 405 hours in DDACTS, 101 hours in COP problem solving, and 213 hours in relationships. Some of the events attended were Coffee with a Cop, Tip a Cop, Polar Plunge, Citizens Police Academy, meetings to kick off the adult bike school, etc. ****** ITEM 5, being: DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UPDATE Citizens Public Safety Oversight Committee Minutes March 14, 2019 Page 4 Russell Anderson gave the update. He stated we have completed almost all of the non-public safety installs and are currently in testing for the new radio system with these departments. Test- ing results have been very good. Public safety training on the radios happened on Tuesday and went very well. Harris will be coming in to program all of the new radios soon. Chair Sims stated that EMS is purchasing their own radios that will work on the new system the City is setting up. ****** ITEM 6, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Major Foster gave the update. He stated that we are still on plan development. We are still hoping to start construction by the end of this year. It will take around 14 months to complete. ****** Item 7, being ESTABLISH AGENDA TOPICS FOR THE NEXT April 11, 2019 MEETING The April meeting should include a discussion about the SRO program with a representative from the Norman Public Schools. ****** Item 8, being MISCELLANEOUS COMMENTS The Committee would like to invite the new mayor to a meeting after she is sworn in. Citizens Public Safety Oversight Committee Minutes March 14, 2019 Page 5 ****** Item 9, being ADJOURNMENT Member Price made a motion to adjourn the meeting, which motion was duly seconded by Member Costello; a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jim Costello, Lea Greenleaf, Joan Goth, Linda Price, Melanie Hayes, Matthew Leal, and Bill Scanlon NAYES: None Meeting adjourned at 5:11 pm.
