CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES January 9, 2020 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 201 W. Gray St. Study Session Room, on the 9th day of January, 2020, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Members Jared Garner, Jim Costello, Joan Goth, Ann Gallagher, Lea Greenleaf, Mela- nie Hayes, and Linda Price ABSENT: Chair Eddie Sims COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Travis King, Fire Chief Major Teuscher, NPD Kim Coffman, Budget Manager Jacob Huckabaa, Budget Technician Captain Hawkins, NPD Russell Anderson, Communications Man- ager City Council Member Bill Scanlon Item 2, being INTRODUCTION OF STAFF AND GUESTS Member Greenleaf called the meeting to order at 4:00 pm. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being Citizens Public Safety Oversight Committee Minutes January 9, 2020 Page 2 APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF December 12, 2019. Member Costello made a motion to approve the Citizens Public Safety Oversight Committee minutes, of the December 12, 2019 meeting with the amendment that Chief Foster was not in attendance, which motion was duly seconded by Member Goth; and the question being to approve the Citizens Public Safety Oversight Committee minutes of December 12, 2019 a vote was taken with the following result: YEAS: Members Jared Garner, Jim Costello, Joan Goth, Ann Gallagher, Lea Greenleaf, Mela- nie Hayes, and Linda Price NAYES: none Member Greenleaf declared the motion carried and the Citizens Public Safety Oversight Committee minutes of December 12, 2019 approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Kim Coffman gave the update. She stated that revenue is about 5% below the budget, but we should catch back up when we receive the second quarter SRO payment from the Norman Public Schools. Expenditures are coming in at about 49% of the budget, which is slightly below the estimated 50%. There was a large expenditure in the Fleet budget for the Emergency Vehicle Technician fund. This was for the new mechanic to acquire a service vehicle. Fire Department Chief King gave the update. He stated that the pumper tanker is moving along and we still plan to have that in services at Station No. 5 in May. We are delaying recruitment for the new academy until things are more certain with the upcoming budget. The 58th Academy is still going on with 11 Officers for the City and 4 for OU and they will graduate in February. Dispatch is still 4 dispatchers down. COP hours for the month of December were 825, including 299 hours in DDACTS, 229 hours in COP problem solving, and 297 hours in relationships. Some of the events attended were Coffee with a Cop, Senior Citizens luncheon, Christmas Parade, bell ringing for the Salvation Army, etc. ****** ITEM 5, being: DISCUSSION AND POSSIBLE ACTION ON LETTER OF REQUEST TO CITY COUNCIL REGARDING THE EXPANSION OF THE CITIZEN’S PUBLIC SAFETY OVERSIGHT COM- MITTEE’S SCOPE Member Price made a motion to table this discussion and possible action until the next meeting, which was duly seconded by Member Costello. And the question being to table the discussion and possible action on letter of request to City Council regarding the expansion of the Citizen’s Public Safety Oversight Committee’s scope, a vote was taken with the following result: YEAS: Members Jared Garner, Jim Costello, Joan Goth, Ann Gallagher, Lea Greenleaf, Mela- nie Hayes, and Linda Price NAYES: none Member Greenleaf declared the motion carried and approved. City Council Member Scanlon stated that letters of recommendation to the City Council matter. It may be a while before any action is taken, but they are read by the Council and taken into account. ****** ITEM 6, being: DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UP- DATE Citizens Public Safety Oversight Committee Minutes January 9, 2020 Page 4 Major Teuscher gave the update. He stated that we are currently down 4 Communications Offic- ers, but 3 are still in training so it is like we are down 7. We had a hiring seminar where 15 peo- ple showed up. The Parks and Rec radios are completed now, but we did forget to order chargers for their radios. We are finishing our 30 day burn in, which ends tomorrow. We don’t expect any problems. The consultant needs $25,000 more money to finish the project due to delays, so he went to Harris to request $25,000 off of their contract since they are the cause of the delays. There should be a credit of $75,000 at the end of the project for the two times they have had to comp our project. ****** ITEM 7, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Russell Anderson gave the update. He stated that we are in the plan review stage with the City and not much has been done over the holidays. ****** Item 8, being ESTABLISH AGENDA TOPICS FOR THE NEXT FEBRUARY 13, 2020 MEETING Letter of request to the City Council to expand the PSST Committee’s scope will be on the Febru- ary meeting agenda.
