CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES December 12, 2019 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 201 E. Gray St. Study Session Room, on the 12th day of December, 2019, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Eddie Sims, Members Jim Costello, Joan Goth, Ann Gallagher, Lea Greenleaf, Melanie Hayes, and Linda Price ABSENT: Member Jared Garner COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Travis King, Fire Chief Kim Coffman, Budget Manager Captain Hawkins, NPD Russell Anderson, Communications Man- ager Rick Knighton, Assistant City Attorney III City Council Member Bill Scanlon Item 2, being INTRODUCTION OF STAFF AND GUESTS Chair Sims called the meeting to order at 4:00 pm. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being Citizens Public Safety Oversight Committee Minutes December 12, 2019 Page 2 APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF November 14, 2019. Member Goth made a motion to approve the Citizens Public Safety Oversight Committee minutes, of the November 14, 2019 meeting, which motion was duly seconded by Member Gallagher; and the question being to approve the Citizens Public Safety Oversight Committee minutes of November 14, 2019 a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jim Costello, Joan Goth, Ann Gallagher, Lea Greenleaf, Melanie Hayes, and Linda Price NAYES: none Chair Sims declared the motion carried and the Citizens Public Safety Oversight Committee minutes of November 14, 2019 approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Kim Coffman gave the update. She stated that November revenues were about 5% below the budget target due to sales tax collection being lower than projected. We did receive our first quar- ter SRO payment from the school district. Expenditures are about 36% below the budget target due to no spending on capital projects. This will change when we start construction on the EOC. We had three payrolls this month, which boosted expenditures. Fire Department Chief King gave the update. He stated that the pumper tanker is being assembled and they believe it will be in service around May. We are moving ahead with the budget requests for the upcoming fiscal year. We will be requesting more services tools and vehicles. Police Report Citizens Public Safety Oversight Committee Minutes December 12, 2019 Page 3 Captain Hawkins gave the update. The 58th Academy is still going on with 11 Officers for the City and 4 for OU and they will graduate in February. Dispatch is still 5 dispatchers down. COP hours for the month of November were 846, including 266 hours in DDACTS, 205 hours in COP prob- lem solving, and 373 hours in relationships. Some of the events attended were Coffee with a Cop, Voices for Norman, Downtown Business Association meeting, Citizen’s Police Academy gradu- ation, etc. ****** ITEM 5, being: DISCUSSION AND POSSIBLE ACTION ON LETTER OF RECOMMENDATION TO MAYOR AND CITY COUNCIL REGARDING EOC FUNDING Member Greenleaf made a motion to approve the drafted letter to the Mayor and City Council regarding EOC funding, which motion was duly seconded by Member Gallagher; and the question being to approve the drafted letter to the Mayor and City Council regarding EOC funding, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jim Costello, Joan Goth, Ann Gallagher, Lea Greenleaf, Melanie Hayes, and Linda Price NAYES: none Chair Sims declared the motion carried and the drafted letter to the Mayor and City Council regarding EOC funding approved. ****** ITEM 6, being: DISCUSSION WITH CITY ATTORNEY’S OFFICE REGARDING MEETING DECORUM Rick Knighton with the City Attorney’s office attended the meeting to discuss meeting decorum. He stated that regarding the agenda, you should always put “possible action” on all items. This is Citizens Public Safety Oversight Committee Minutes December 12, 2019 Page 4 technically not in violation of the Open Meetings Act because the PSOC does not have the author- ity to spend money, but the City Council has adopted a resolution that states we will use the rules of the Open Meetings Act on all committees. In regards to topics this committee can discuss, he stated that you can talk about anything, but if you make a recommendation to Council it needs to be about something that is within your purview. Knighton stated the committee could draft a letter to the Mayor and Council requesting an expansion of the committee’s scope of purview if they felt it necessary. ****** ITEM 7, being: DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UP- DATE Russell Anderson gave the update. He stated that we had to restart the 30 day reliability testing due to a radio going out the week before for four hours. There was a wiring issue with the radio. We are getting ready to move the federal backup radio system to Sarkey’s and Animal Welfare. Starting next Tuesday we will be installing the Parks & Rec radios. ****** ITEM 8, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Russell Anderson gave the update. He stated that we are currently holding. They did have a meeting with the architects to pick out all of the interior decorations. The architect firm is currently working with the City to get bids out on the construction, but we don’t have a timeline. ****** Item 9, being ESTABLISH AGENDA TOPICS FOR THE NEXT JANUARY 9, 2020 MEETING Chair Sims stated that he will be absent for the next meeting. We need to have an agenda item on drafting a recommendation to the Mayor and Council to expand the committee’s scope. Citizens Public Safety Oversight Committee Minutes December 12, 2019 Page 5 ****** Item 10, being MISCELLANEOUS COMMENTS None at this time. ****** Item 11, being ADJOURNMENT Member Costello made a motion to adjourn, which was duly seconded by Member Price; and the question being to adjourn, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jim Costello, Joan Goth, Ann Gallagher, Lea Greenleaf, Melanie Hayes, and Linda Price NAYES: none Chair Sims declared the motion carried and the Citizens Public Safety Oversight Committee adjourned at 4:41 pm.
