CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES STUDY SESSION July 11, 2019 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 2 p.m. at 201 W. Gray Street, Study Session Room, on the 11th day of July, 2019, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Members Jim Costello, Lea Greenleaf, Joan Goth, David Wilson, Linda Price, and Mela- nie Hayes ABSENT: Chair Eddie Sims and Member Jared Garner COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Kim Coffman, Budget Manager Russell Anderson, Communication Systems Manager Cary Bryant, NPD Travis King, Fire Chief Interim City Council Member Bill Scanlon Katie Standlee, Norman Transcript Item 1, being DISCUSSION REGARDING THE ANNUAL REPORT The meeting started at 2:00 pm. Interim City Council Member Scanlon stated that he presented an outline for the new annual report since he was the person who spearheaded the effort before he was appointed to the City Council. He believes that we need to have a summary of the report in the beginning of the report so that the City Council is more likely to read it. He also stated that we need a sentence explaining the short- falls in sales tax collection along with increased expenditures for the future. Citizens Public Safety Oversight Committee Minutes June 13, 2019 Page 2 Member Goth stated that we should have a sentence discussing the need for more SRO vehicles for the program. Member Greenleaf stated that we should address the gratuitous use of overtime, which takes away from other items that need to be funded. Member Goth stated that the funding for Communications Officers is one of major issues that we need to address. Council Member Scanlon asked if there are items in the COP annual report that we are not cur- rently able to do, but are recommended we do. Lieutenant Bryant stated that the COP report is the guide they use to go forward. He also stated that he would leave the question to be better answered by Captain Hawkins. Russell Anderson stated that the major reason they have a hard time keeping employees in Com- munications is due to people moving up or out of the department. Kim Coffman stated that we are looking to do a Compensation Study in the coming fiscal year in order to address pay compensation in many departments. Council Member Scanlon believes that we should also have a “looking forward” statement at the beginning of the report to address items for the future. Member Costello stated that he believes the financial overview should be the first item on the annual report, not a summary. Member Price stated that she agrees that the issues need to be addressed before the financial overview. The members agreed that there should be a cumulative figure and a fiscal year expended figure for all projects. The members then agreed to the exact wording of the summary on the first page. ******* The meeting adjourned at 4:01 pm.
