CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES August 12, 2021 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. via 201 W. Gray St. Multi-Purpose Room, on the 12th day of August 2021, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Member Jim Costello, Ann Gallagher, Kenny Orr, Kyle Hurley, and Linda Price ABSENT: Member Lea Greenleaf COMMITTEE LIAISONS: FOP (position vacant) OU (position vacant) IAFF (position vacant) STAFF PRESENT: Jacob Huckabaa, Budget Technician Ashley Evans, Administrative Technician Russell Anderson, Communication Systems Manager Kim Coffman, Budget Manager Bill Scanlon, Citizen Mike Wilson, Deputy Fire Chief Chief Foster, NPD Major Vincent, NPD Item 1, being CALL TO ORDER Member Price called the meeting to order at 3:57 pm. She welcomed staff and guests to the meet- ing and asked them to introduce themselves. New member Kyle Hurley introduced himself. ******* Item 2, being Citizens Public Safety Oversight Committee Minutes August 12, 2021 Page 2 ELECTION OF NEW COMMITTEE CHAIR Member Price volunteered to Chair the Committee. Member Costello also nominated Member Greenleaf to Chair the Committee. A vote was taken, with Members Price, Gallagher, and Orr voting for Member Price, and Members Hurley and Costello voting for Member Greenleaf. With a vote of 3-2, Member Price was declared the new PSST Chair. New Chair Price then called for nominations for a new Vice-Chair of the Committee. Member Costello nominated Member Greenleaf, who was unanimously voted as Vice-Chair. ******* Item 3, being APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF June 10, 2021. Member Gallagher made a motion to approve the Citizens Public Safety Oversight Committee minutes, of the June 10, 2021 meeting, which motion was duly seconded by Member Orr; and the question being to approve the Citizens Public Safety Oversight Committee minutes of June 10, 2021 a vote was taken with the following result: YEAS: Members Jim Costello, Ann Gallagher, Kenny Orr, Kyle Hurley, and Chair Linda Price NAYES: none Chair Price declared the motion carried and the Citizens Public Safety Oversight Committee minutes of June 10, 2021 approved. ****** ITEM 4, being: MONTHLY UPDATES Citizens Public Safety Oversight Committee Minutes August 12, 2021 Page 3 Finance Report Kim Coffman gave the update. She stated that there are not many expenditures in July. Sales Tax revenue is 18% over budget for July, and is 7% over budget target for July. At the July 27th City Council meeting, $9.5 million of the American Rescue Plan money was approved to be used for the completion of the EOC building. Fire Department Deputy Chief Wilson gave the update. He stated they have promoted 3 battalion chiefs. The new Air and Light Unit is coming at the end of September. They are currently working on specs for a new fire engine. Police Report Major Vincent gave the update. He stated that Jeff Casillas is still working on the community outreach events. September 12th is Clash for a Cause at Reaves Park that benefits the Center for Children and Families. October 12th is National Night Out. The Chili Supper planning is ongoing. August 26th at 2 pm at Moore Norman Technology Center will be the Police Department Medal of Valor ceremony. ****** ITEM 5, being: DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UP- DATE Russell Anderson gave the update. He stated that there is not much to report and we are working on the final reprogramming. We have moved to the maintenance and warranty phase of the pro- ject. ****** ITEM 6, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Citizens Public Safety Oversight Committee Minutes August 12, 2021 Page 4 Russell Anderson gave the update. He stated that plans are almost complete and are just being tweaked a bit. Hopefully the project will be going out to bid by the end of the year or the beginning of next year. We hope to break ground in the first quarter of next year. Chair Price asked if they will be hiring some type of project manager to work with both the Police Department and the construction companies. Chief Foster stated that they will be hiring a project manager, and it might even be ADG, who are employed for some of the ongoing City projects already. ****** Item 7, being DISCUSSION AND POSSIBLE APPROVAL OF ANNUAL REPORT Member Gallagher made a motion to approve the annual report as presented. Member Costello seconded the motion. The motion passed unanimously. ****** Item 8, being ESTABLISH AGENDA TOPICS FOR THE NEXT September 9th, 2021 MEETING The next meeting will include all normal topics. We will be changing the Radio Project item to just a Dispatch update under monthly updates. ****** Item 9, being MISCELLANEOUS COMMENTS Kyle Hurley introduced himself and stated that he is the new director of EMSSTAT and the member at large for the PSST Committee. ****** Citizens Public Safety Oversight Committee Minutes August 12, 2021 Page 5 Item 10, being ADJOURNMENT Adjourned at 4:27 pm
