CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES
October 14, 2021
The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State
of Oklahoma, met at 4 p.m. via 201 W. Gray St. Multi-Purpose Room, on the 14th day of October
2021, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street
24 hours prior to the beginning of the meeting.
PRESENT: Members Ann Gallagher, Kenny Orr, Russell
Rice, Greg Gilkey, and Chair Linda Price
ABSENT: Members Kyle Hurley, Lea Greenleaf, and
Jim Costello

CALL TO ORDER
Chair Price called the meeting to order at 4 pm. She welcomed staff and guests to the meeting and
asked them to introduce themselves.

APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES
OF September 9, 2021.
Member Gallagher made a motion to approve the Citizens Public Safety Oversight Committee
minutes, of the September 9, 2021 meeting, which motion was duly seconded by Member Gilkey;
and the question being to approve the Citizens Public Safety Oversight Committee minutes of
September 9, 2021 a vote was taken with the following result:
YEAS: Members Ann Gallagher, Kenny Orr, Russell
Rice, Greg Gilkey, and Chair Linda Price
NAYES: none
Chair Price declared the motion carried and the Citizens Public Safety Oversight Committee minutes
of September 9, 2021 approved.

ITEM 3, being:
MONTHLY UPDATES
Finance Report
Kim Coffman gave the update. She stated that sales tax is 20% above the budget target for
September. We are still waiting on the first quarter payment from Norman Public Schools.
Expenditures are pretty conservative for the month.
Fire Department
Deputy Chief Wilson have the update. He stated that we promoted three battalion chiefs and four
new captains. The final walk-through with the new Air and Light Unit was just done in Wisconsin.
There is a 12-14 month build time on the new pumper tanker with the new builder.
Police Report
Major Barbour gave the update. He stated that it was a busy month with the cookout at the Ashton
Place apartments and other events. National Night Out was moved to October 25th due to the
weather. This weekend is homecoming for OU Football. We had 7 cadets graduate the academy

last week. We will still be down 8 commissioned employees and 5 non-commissioned employees.
The next academy will start February 14th and we hope to get 14 new officers. We have restruc-
tured the department in order to help the divisions try to focus more on their operations.

Major Barbour gave the update. He stated that we are still waiting on the reprogramming.

UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT
Captain Barbour gave the update. He stated that the final review on the contract with the local
project management group is pending. We hope to have it in front of Council in the next two
meetings. We will work on getting a construction management company soon.

ESTABLISH AGENDA TOPICS FOR THE NEXT November 18, 2021 MEETING
The next meeting will include all normal topics as well as voting on the schedule of meetings for
the next year.
