CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES
November 18, 2021
The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State
of Oklahoma, met at 4 p.m. via 201 W. Gray St. Multi-Purpose Room, on the 18th day of November
2021, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street
24 hours prior to the beginning of the meeting.
PRESENT: Members Kenny Orr, Russell Rice, Greg

CALL TO ORDER
Chair Price called the meeting to order at 4 pm. She welcomed staff and guests to the meeting and
asked them to introduce themselves.

APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES
OF October 14, 2021.
Member Hurley made a motion to approve the Citizens Public Safety Oversight Committee minutes,
of the October 14, 2021 meeting, which motion was duly seconded by Member Orr; and the question
being to approve the Citizens Public Safety Oversight Committee minutes of October 14, 2021 a vote
was taken with the following result:
YEAS: Members Kenny Orr, Russell Rice, Greg
Gilkey, Jim Costello, Kyle Hurley, and Chair
Linda Price
NAYES: none
Chair Price declared the motion carried and the Citizens Public Safety Oversight Committee minutes
of October 14, 2021 approved.

ITEM 3, being:
MONTHLY UPDATES
Finance Report
Kim Coffman gave the update. She stated that sales tax is 23% above the budget target for October.
Expenditures are pretty slow for the month.
Member Hurley requested for the Committee to be given a copy of the original SRO agreement
with the Norman Public School system. Kim Coffman stated that she would get a copy for the
Committee.
Fire Department
Chief King gave the update. He stated that we have received the Air & Light Unit and are hoping
to get it into full service in two weeks. The order has been placed for the new fire engine and we
hope to have it in about one year. We are looking to hire 10-14 new employees through the new
academy in mid-June.

Police Report
Major Barbour gave the update. He stated that some events they participated in this month were
the baby steps car seat program, some safety programs for seniors, some neighborhood watch
meetings, a Mary Abbott House event, and a JD McCarty center event. National Night Out was a
great event in October with a great turnout. Citizens Police Academy #19 has started and will
graduate next spring. The chili supper is January 27th and will be in drive through form at Norman
High School. The Christmas Parade will be December 4th and a new Police Academy will start
February 14th.

Russell Anderson gave the update. He stated that the call volume has increased a lot so we have
to increase staffing overtime.

UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT
Major Barbour gave the update. He stated that ADG is partnering with us to help with construction
management. RFQ’s for the construction managers are out now.

APPROVAL OF 2022 SCHEDULE OF MEETINGS
Member Hurley made a motion to approve the 2022 schedule of meetings as presented, which was
duly seconded by Member Costello. The motion was passed unanimously.
