February 10, 2022
The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State
of Oklahoma, met at 4 p.m. via 201 W. Gray St. Building A Conference Room D, on the 10th day
of February 2022, and notice and agenda of the meeting were posted at City Hall located at 201
W. Gray Street 24 hours prior to the beginning of the meeting.
PRESENT: Chair Linda Price, Members Kenny Orr, Ann
Gallagher, Lea Greenleaf, Greg Gilkey, Jim
Costello, Kyle Hurley, and Russell Rice

CALL TO ORDER
Chair Price called the meeting to order at 4:00 pm. She welcomed staff and guests to the meeting
and asked them to introduce themselves.

Member Greenleaf stated that he would like the minutes to be amended to reflect that a representative
from the Police Department with updated information on the COP program had not attended the
December 9th meeting. Member Rice made a motion to approve the Citizens Public Safety Oversight
Committee minutes, of the December 9, 2021 meeting as amended, which motion was duly seconded
by Member Costello; and the question being to approve the Citizens Public Safety Oversight
Committee minutes of December 9, 2021, as amended, a vote was taken with the following result:
YEAS: Chair Linda Price, Members Kenny Orr, Ann
Gallagher, Lea Greenleaf, Greg Gilkey, Jim
Costello, Kyle Hurley, and Russell Rice
NAYES: none
Chair Price declared the motion carried and the Citizens Public Safety Oversight Committee minutes
of December 9, 2021 approved.

ITEM 3, being:
MONTHLY UPDATES
Finance Report
Kim Coffman gave the update. She stated that we received our first quarter payment from the
Norman Public School system. Sales tax collection is up and expenditures are down. Budget
requests for the next fiscal year are in from the Police and Fire Departments. The requests have
not been approved as of yet. March 4th is the budget retreat where all requests will be ranked.
Fire Department
There was no representative from the Fire Department at the meeting to give an update.
Police Report
Captain Clement gave the update. She stated that we did the Chili Supper and raised over $6,000
for the Christmas Store. We graduated the 19th Citizens Police Academy. The Polar Plunge will
happen this weekend to raise money for the Special Olympics.

Russell Anderson gave the update. He stated that our retention rate for 2021 was 83% but the
hiring process takes about 6 months. He is currently down 3 positions.

ITEM 4, being
UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT
Major Barbour gave the update. The Construction Manager is now Crosslands, the Project
Manager is ADG, and the design firm is another branch of ADG. Things are moving forward
quickly. Estimated completion date is the end of 2023.

ESTABLISH AGENDA TOPICS FOR THE NEXT March 10, 2022 MEETING
Member Greenleaf inquired about where the Fire Department storage facility was located. The
next meeting will include all normal topics as well as an item for Emergency Management updates.

MISCELLANEOUS COMMENTS
Mike Rainer has been appointed to fill the last vacant seat on the Committee for Ward 7.
