CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES March 10, 2022 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. via 201 W. Gray St. Executive Conference ROom, on the 10th day of March 2022, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Linda Price, Members Kenny Orr, Greg Gilkey, Jim Costello, Kyle Hurley, Mike Rainer, and Russell Rice ABSENT: Members Ann Gallagher and Lea Greenleaf COMMITTEE LIAISONS: FOP (position vacant) OU (position vacant) IAFF (position vacant) STAFF PRESENT: Ashley Evans, Administrative Technician Kim Coffman, Budget Manager Bill Scanlon, Citizen Russell Anderson, Communication Systems Manager Major Barbour, NPD Jacob Huckabaa, Budget Technician Chief Travis King, NFD 3 OU Journalism students Item 1, being CALL TO ORDER Chair Price called the meeting to order at 4:00 pm. She welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 2, being Citizens Public Safety Oversight Committee Minutes March 10, 2022 Page 2 APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF February 10, 2022. Member Rice made a motion to approve the Citizens Public Safety Oversight Committee minutes, of the February 10, 2022 meeting, which motion was duly seconded by Member Costello; and the question being to approve the Citizens Public Safety Oversight Committee minutes of February 10, 2022, a vote was taken with the following result: YEAS: Chair Linda Price, Members Kenny Orr, Greg Gilkey, Jim Costello, Kyle Hurley, Mike Rainer, and Russell Rice NAYES: none Chair Price declared the motion carried and the Citizens Public Safety Oversight Committee minutes of February 10, 2022 approved. ****** ITEM 3, being: MONTHLY UPDATES Finance Report Kim Coffman gave the update. She stated that sales tax collection is 22% above projections. The huge spike looks like it is starting to slow down. We have received two quarterly payments from Norman Public Schools for the SRO program now. Fire Department Chief King gave the update. He stated that the new engine should be done late summer/early fall. Emergency Management coordinates efforts during any emergencies or disasters. David Grizzle is the Emergency Management Coordinator. The budget for Emergency Management is about $200,000, or 1% of the Fire Department’s budget. Police Report Citizens Public Safety Oversight Committee Minutes March 10, 2022 Page 3 Major Barbour gave the update. He stated we are getting ready for festivals such as the Medieval Fair, Norman Music Festival, etc. The Community Safety Event is this Saturday. The new Acad- emy started and has 5 cadets. Lateral Academies are starting soon. Dispatch Russell Anderson gave the update. He stated that they have 1 recruit currently in the Academy and are currently down 4 employees. ****** ITEM 4, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Major Barbour gave the update. He stated that we have moved into the design documents phase. ****** Item 5, being ESTABLISH AGENDA TOPICS FOR THE NEXT April 14, 2022 MEETING All normal topics at the next meeting. ****** Item 6, being MISCELLANEOUS COMMENTS None at this time. ****** Item 7, being ADJOURNMENT Adjourned at 4:57 pm
