ADVISORY BOARD MINUTES
June 23, 2017
The University North Park Business Improvement District Advisory Board met at 10:00 a.m. in
the John Q. Hammons Boardroom at the Embassy Suites Hotel & Conference Center on the 23rd
day of June, 2017, and notice and agenda of the meeting were posted in the Municipal Building
at 201 West Gray 48 hours prior to the beginning of the meeting.

APPROVAL OF THE MARCH 31, 2017, MEETING MINUTES.
After review, motion was made and seconded to accept the Minutes from the March 31, 2017,
meeting as submitted. The vote was unanimous to accept the Minutes as submitted.
UPDATE REGARDING ROBINSON STREET ENTRANCE PROJECT.
Kathryn Walker, Assistant City Attorney advised that development of the final construction
specifications for the Robinson Street Entrance Project was ongoing. It is hoped that the project
will be bid in July and constructed by Christmas.
UPDATE ON LEGACY PARK RESERVATIONS.
Matt Hendren, Parks Superintendent, reported that there is a reservation for the First Baptist
Church Patriot Concert on June 25, 2017 and an additional reservation for a wedding is
scheduled for July 1st.

UPDATE ON BID COLLECTIONS AND UPCOMING ASSESSMENT CYCLE.
Ms. Walker reported that the BID collections cycle has started again. The 2018 assessment roll
will be filed in June and a public hearing on the assessments will be scheduled for August. All
property owners will receive notice of the hearing. For the few outstanding collections, a lien
can be filed if invoiced amounts are not received in a timely fashion.
TOPICS FOR FUTURE DISCUSSION.
The Committee will be updated on park reservations and the BID assessment process at the next
meeting.
DISCUSSION ABOUT DATE, TIME AND LOCATION FOR THE NEXT MEETING.
The next meeting is scheduled for Friday, September 29, 2017, beginning at 10:00 am at
Embassy Suites.
MISCELLANANEOUS DISCUSSION.
A ribbon cutting is scheduled for June 29, 2017, at 10:00 am to dedicate a sculpture
commissioned by NEDC and installed in UNP. Following that dedication, NEDC will officially
open its new business incubator program located on OU’s Research Campus.
Brad Goodwin, with University Town Center, provided updates as to upcoming retail
development. He reported that a taco restaurant is opening soon as is Bad Daddy’s Burger Bar, a
Korean barbeque eatery, McAlister’s, and a chicken tender eatery. The Hampton Inn hotel
resolved their issue with the airport and its requirements and is back on track with construction.
Anthony Francisco, Finance Director, reported that Airbnb and the State Tax Commission have
come to an agreement for the collection of room tax. Use taxes from internet sales are being
received from those businesses complying with our request to withhold it. Amazon.com
withholds tax for its sales but not for sales made by separate sellers connected on their site.
There has been no noticeable difference in tax collections from this source.
