UNIVERSITY NORTH PARK BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD MINUTES August 7, 2020 The University North Park Business Improvement District Advisory Board met at 10:00 a.m. via video conference and in the Council Chambers of the Norman Municipal Building, 201 West Gray Street, on the 7th day of August, 2020, and notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray Street 24 hours prior to the beginning of the meeting. PRESENT Dan Quinn (via video conference) Matt Clouse Brad Goodwin Jeff Webb Guy Patton Mandy Haws ABSENT: Jennifer Alexander Scott Kovalick Mike Thompson STAFF PRESENT: Kathryn Walker, City Attorney Anthony Francisco, Director of Finance Jud Foster, Director of Parks and Recreation Jason Olsen, Recreation Superintendent Sarah Encinias, Legal Admin Tech Kathryn Walker asked members to communicate only through the video conference program by both voice and video, and to avoid sending messages to other members through email, video text chat or otherwise for the duration of the meeting. 1. APPROVAL OF THE FEBRUARY 7, 2020, MEETING MINUTES. After review, motion was made by Matt Clouse and seconded by Mandy Haws to accept the Minutes from the February 7, 2020, meeting as submitted. The vote was unanimous to accept the Minutes as submitted. 2. UPDATE ON LEGACY PARK EVENTS AND RESERVATIONS. Jason Olsen said there wasn’t much going on event wise but two events are scheduled for September: Paint the Town Pink (hosted by NRH), and Norman Philharmonic. The music concert might be held virtually with the group performing at Legacy Park and attendees able to view online. Also, the annual Cheers & Beers Festival (a major fund raising event) is scheduled for October however Mr. Olsen asked members to keep in mind that all events are tentative due to the current COVID-19 pandemic. Mandy Haws asked if there is a ballet scheduled for August and Mr. Olsen said yes, but that it is a private rental event. UNP BID Advisory Board August 7, 2020 Page 2 of 3 3. UPDATE ON LEGACY PARK MAINTENANCE ISSUES. Jud Foster said everything in the Park was in working order due to the contracted monthly maintenance service. There have been some repairs and replacement of pieces but that the maintenance servicer does a good job at keeping everything working. There was some tree damage sustained from the last storm. 4. UPDATE ON PROPOSED AMENDMENTS TO UNIVERSITY NORTH PARK TAX INCREMENT FINANCE DISTRICT PROJECT PLAN. Ms. Walker said since the last BID meeting in February, the district court and appeals court ruled that the Referendum Petition to overturn Ordinance O-1920-24 (amendment of the original TIF plan) was insufficient and therefore stricken. The appeals court decision was made in June, 2020, and the TIF officially ended June 30, 2019. 5. UPDATE ON PROPOSED MULTI-SPORT/INDOOR AQUATIC FACILITY TO BE LOCATED IN UNP. Ms. Walker provided a plat map to members and said the land to be used for the facility is located north of Embassy Suites and up to Rock Creek Road. The original Norman Forward plan estimated a cost of $22 million for the facility but after design was completed, it is now projected to cost over $38 million. A bond issue to provide additional funding to help fill the gap will be presented for a vote on August 25, 2020. If approved, it will help make the project appear how it was originally envisioned. Ms. Walker has been working with the University Town Center to finalize the land purchase and if the bond issue is approved, the Trae Young Family Foundation will donate $4 million toward the project. Ms. Walker said she expects the project to be a great driver for growth. Jeff Webb requested a copy of the final documents and renderings, and Ms. Walker said she would gather the information and provide it to the group. 6. UPDATE AND DISCUSSION RELATED TO BID ASSESSMENTS. Ms. Walker asked members to refer to the Cash Flow Statement included in the meeting packet. She said $65,000 in assessments were still owed for 2019. She has been trying to work with people who cannot pay their assessment all at once but she will file liens for these next week. Ms. Walker will then begin working on the next assessments for the final year. Invoices sent out in November are due in March of the following year. Guy Patton asked if the Cash Flow Statement could be changed to include the sum of receipts less the sum of expenses. Ms. Walker said she will update the statement to include these figures and will send the amended document to members. 7. TOPICS FOR FUTURE DISCUSSION. Anthony Francisco shared current renderings of the proposed multi-sport facility and he said residents will receive information about the bond proposals in the mail. UNP BID Advisory Board August 7, 2020 Page 3 of 3 Jeff Webb said Rainier properties had a rough March and only 30% of rent was collected. Since then, nearly all retailers in the area are having good return business and sales are somewhat back to pre-pandemic levels, which is better than was expected. They lost some tenants but the larger tenants are still there. Mr. Webb also said restaurants were still feeling the impact of lower sales but that adding parking and signage to allow for food pick-up has been successful so far; they just need to adapt to the new normal. Also, they are receiving calls from tenants wanting to get out of the malls. 8. MISCELLANEOUS DISCUSSION. Ms. Walker suggested adding a business update to the meeting agendas and Mr. Webb volunteered to give updates for this item. Mr. Patton said additional projects were currently in the works with the largest being a senior housing community by Med Core that will offer units for independent living, assisted living, and memory care. There will also be a Hudiburg dealership and they recently closed on an agreement with Ben Graves to add to his office. Ms. Walker reminded members that the next meeting is scheduled for Friday, November 6, 2020, at 10:00 a.m. The meeting was adjourned at 10:40 a.m.
