UNIVERSITY NORTH PARK BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD MINUTES May 7, 2021 The University North Park Business Improvement District Advisory Board met at 10:00 a.m. via video conference and in the Council Chambers of the Norman Municipal Building, 201 West Gray Street, on the 7th day of May, 2021, and notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray Street 24 hours prior to the beginning of the meeting. PRESENT Dan Quinn (via video conference) Brad Goodwin Matt Clouse ABSENT: Jennifer Alexander Scott Kovalick Jeff Webb Mandy Haws Barrett Ellis STAFF PRESENT: Kathryn Walker, City Attorney Anthony Francisco, Director of Finance Jason Olsen, Director of Parks and Recreation Scott Sturtz, City Engineer Wade Thompson, Parks Superintendent Sarah Encinias, Legal Admin Tech 1. APPROVAL OF THE NOVEMBER 6, 2020, AND FEBRUARY 26, 2021, MEETING MINUTES AND THE MARCH 12, 2021, SPECIAL MEETING MINUTES. No quorum was present and no action was taken. 2. UPDATE ON LEGACY PARK EVENTS AND RESERVATIONS. Jason Olsen said beginning tonight at 7:30 pm and on the first Friday of every month from here on out begins this season of Legacy Park events. September’s theme is Paint the Town Pink sponsored by Norman Regional and includes performances by Norman Philharmonic. October features the main fundraiser, Cheers & Beers, which usually raises about $5,000–$7,000. December has the fireworks show and concert. Park reservations have increased to its highest level ever, due in part to the loosening of pandemic restrictions. Chair Dan Quinn said the Legacy Park Advisory Committee is helping Mr. Olsen organize events and the additional parking lot has also been very helpful. UNP BID Advisory Board May 7, 2021 Page 2 of 3 3. UPDATE ON LEGACY PARK MAINTENANCE ISSUES. Fountain repair has begun and the water has been drained out but they are currently waiting for new parts to come in. They expect the pace of repairs to pick up next month. Wade Thompson said there was damage sustained from the recent hail storm but because the lights were discontinued shortly after they were installed, new lights have to be ordered. Extra lights will be on hand for future incidents. Chair Quinn asked if additional damage was found at the park and Mr. Thompson said he would double check to be sure. 4. UPDATE ON PROPOSED MULTI-SPORT/INDOOR AQUATIC FACILITY TO BE LOCATED IN UNP. Mr. Olsen said this project was currently in the pricing phase with the City’s portion being $34 million and NRH’s portion being $6.7 million. Groundbreaking is scheduled for July 21, so the ground can be cleared as soon as possible. For some materials, they are dealing with a 6-7 month delay but they hope to get everything in by early next year. 5. UPDATE AND DISCUSSION RELATED TO BID ASSESSMENTS. Kathryn Walker said there were still a few entities that owed assessments and she would report these in June. Some have already paid and those liens were released. This will be the first year to assess at 100% from property owners and she will be working on this for adoption by City Council in July or August. 6. UPDATE ON PLANNED TRAFFIC IMPROVEMENTS AT TECUMSEH/FLOOD AND 24TH AVENUE NW. Scott Sturtz displayed a slideshow to present updated traffic plans for these intersections to help deal with the heavy traffic being experienced in the area. In addition to adding double left-turn lanes and dedicated right-turn lanes, a center median would be installed to help with people coming out of OnCue against traffic. Utility lines in the area have to be relocated and they are trying to obtain federal funding to help with the estimated cost of $10 million. He doesn’t anticipate any issues with the airport. 7. STATUS UPDATE ON BUSINESSESS IN UNP. Brad Goodwin said he had a couple of buildings waiting on permits but nothing else was in the works. 8. TOPICS FOR FUTURE DISCUSSION. Chair Quinn asked for an update on Interstate Drive improvements and Mr. Sturtz said this road would be moved further east, improvements to drainage would be made and lanes would be added to alleviate traffic congestion. So far, construction speed was going well, on time and within budget. Chair Quinn told members that the next meeting was scheduled for August 6, 2021. The meeting was adjourned at 10:33 a.m.
