ROLL CALL Chair Bradshaw – Present Commissioner Pressentin – Present Commissioner Sorensen – Present Commissioner Zimmerman – Present PLEDGE OF ALLEGIANCE Followed roll call. APPROVAL OF AGENDA Commissioner Pressentin moved to approve the agenda as Presented, seconded by Commissioner Zimmerman, motion passed 4-0. DIRECTOR’S REPORT Director Matz shared upcoming zoning code amendments and an overview of the draft King County Urban Growth Capacity report to be shared. The commissioners will be presented with a work plan in May. Commissioner Pressentin moved excuse Commissioner Weller, seconded by Commissioner Zimmerman, motion passed 4-0. Director Matz also shared with the Commission that the two vacant Commission seats are being advertised. PUBLIC COMMENT No comments received. PUBLIC HEARINGS TOPIC: Draft Ordinance No. 1025: Amendments to NPMC Title 18.08.140 and new Title 18.44.080 for rooftop decks in single family zoning districts Written comments received by Kris Hansen and Josh Nelson were read into the records by Director Matz. TOPIC: Draft Ordinance No. 1018: Amendments to NPMC Title 18.30 Signs No comments received. CONTINUED BUSINESS – Study Session(s) TOPIC: Draft Ordinance No. 1025: Amendments to NPMC Title 18.08.140 and new Title 18.44.080 for rooftop decks in single family zoning districts Director Matz gave an overview of the drafted ordinance. Commissioners Page 3 of 5 Planning Commission Regular Meeting – Zoom Webinar April 15, 2020 discussed the drafted ordinance, asked questions, and provided their suggested amendments. Commissioner Pressentin moved to amend the drafted language in 18.44.080(5)(c) from “detached dwelling unit” to “single-family residential dwelling unit,” seconded by Commissioner Sorensen. Motion failed to pass 0-4. Commissioner Pressentin moved to amend the drafted language in 18.44.080(5)(c) to remove “for a detached dwelling unit,” seconded by Commissioner Zimmerman. Motion passed 4-0. Commissioner Zimmerman moved to recommend approval of the amended draft ordinance to the City Council, seconded by Commissioner Pressentin. Motion passed 4-0. TOPIC: Draft Ordinance No. 1018: Amendments to NPMC Title 18.30 Signs Director Matz provided the Commissioners with an overview of the changes made to draft Ordinance 1018 since their May meeting. Commissioners discussed the drafted ordinance, asked questions, and provided their suggested amendments. Commissioner Pressentin moved to recommend draft Ordinance 1018 to the City Council with amendments as recommended by the Chair to clarify and provide cleaner direction in the use of the sigh code, seconded by Commissioner Zimmerman. Motion passed 4-0. NEW BUSINESS – Study Session Election of the chair and chair pro tem of the planning commission Commissioner Pressentin moved to defer the election of the 2021-2022 chair and vice chair until the regular May meeting, seconded by Commissioner Sorensen. Motion passed 4-0. APPROVAL OF MINUTES Approval of the March 18, 2021 meeting minutes Commissioner Sorensen moved to modify the minutes to show he was present under the roll call, seconded by Commissioner Zimmerman.
