OFFICIAL MINUTES – MEETING OF November 20, 2023 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator Chuck Hornung - Trustee Jake Flaherty-Fire/EMS Chief John Duffy- Trustee Mitch Vis- Dir. of Public Works Ann Price – Trustee Mike Will-Trustee Others present: Pete Chisholm-224 Center Street, Mike Cardarelle-125 Indiana Avenue, A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Price and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION 1. Mike Cardarelle-125 Indiana Avenue- spoke about the speed of traffic in front of his house. He said that many people are speeding past his house and something needs to be done. The Board thanked him for his concern. D. ANNOUNCEMENTS 1. Chuck Hornung mentioned that the Optimist Pancake Day was a great success and served 1,640 people. E. ADMINISTRATIVE 1. There was no discussion for this item related to the tax levy and budget for 2024. 2. President Streetar asked if the Board would move item #3 from below under Administrative up to discuss now. The Board discussed the following Police and Fire Commission appointments: a. Daniel Ernst-Police and Fire Commission-5 year term b. Pete Chism- Police and Fire Commission- 5 year term Motion to approve by Hornung, second by Duffy. Pete Chism was present and said he was happy to serve on the Commission. 5 ayes. Motion carries. F. PUBLIC HEARING 1. The Board adjourned to public hearing @ 6:14pm for Adopting R-17-2023, approving the General Operating, Debt Service Fund, Capital Projects Fund, Spillman Library, Outdoor Rec., SLFRF, EMS Fund and Tax Increment District #2 Budgets, and setting the Tax Levy for Fiscal Year 2024. President Streetar called for public comment 3 times, hearing none, the Board adjourned from public hearing @ 6:15pm. G. PRESIDENTS BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with some FDL County Board updates from President Streetar and Trustee Will. H. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 11/06/2023. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. Motion to approve by Will, second by Price. 5 ayes. Motion carries. I. ADMINISTRATIVE 1. The Board was presented with the findings and results of the Municipal Building Facility Study. David Vanden Avond from Excel Engineering and Chris Badtke from C.D. Smith Construction presented the plan and some options. Staff and the Board thanked David and Chris for the information and presentation and will continue to discuss moving forward. Staff will provide the Board with some additional information. 2. The Board was given a brief update on the use of State and Local Fiscal Recovery Funds (SLFRF) in the Village of North Fond du Lac J. RESOLUTION 1. The Board discussed Resolution-17-2023, a resolution approving the General Operating, Debt Service Fund, Capital Projects Fund, Spillman Library, Outdoor Rec., SLFRF, EMS Fund and Tax Increment District #2 Budgets, and setting the Tax Levy for Fiscal Year 2024. Motion by Price to approve, second by Hornung. 5 Ayes. Motion Carries. President Streetar thanked staff for all of their hard work on the 2024 Budget. K. UNFINISHED BUSINESS L. NEW BUSINESS M. ADJOURMENT A motion was made by Will with a second by Price to adjourn at 8:07 P.M.- 5 ayes.
