OFFICIAL MINUTES – MEETING OF January 15, 2024 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator Chuck Hornung - Trustee Jake Flaherty-Fire/EMS Chief Ann Price – Trustee Mitch Vis- Dir. of Public Works Mike Will-Trustee Pete Vergos-Police Lieutenant Heather Wegner-Library Director John Duffy- Trustee- Excused Others present: Dan Binner, 570 N. Pioneer Road, Steve Sorenson-PO Box 421, Ripon. A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Hornung, Streetar, Price and Will present. Duffy excused. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS E. PRESIDENTS BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with some updates from the County Board representatives. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 12/18/2023 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. 3. Approve the following operator license: Kathryn Hilbert-Thielke- Dollar General-Permanent 601 Florida Ave. North Fond du Lac, WI Motion to approve by Will, second by Price. 4 ayes. Motion carries. G. ADMINISTRATIVE 1. The Board was given a short update on the current status of the State and Local Fiscal Recovery Funds (SLFRF) in the Village of North Fond du Lac. 2. The Board discussed the enforcement process that has taken place at a property on North Pioneer related to outside storage and zoning use issues. Administrator Leonard gave an update on the timeline and the letters and assessments that had been generated to date. Steve Sorenson, representing Dan Binner, spoke on the issues they see. Sorenson stated that automobile repair should not be allowed as the zoning only allows storage. Sorenson also thought citations should be issued. Leonard stated that the Village has been following up every 2 weeks and some progress has been made along with a recent assessment for inspection charges. Leonard also said they will be following up every 2 weeks until compliance. Trustee Price asked for an update on this at the next meeting. 3. The Board discussed Human Resources Policy chapter 27 related to health insurance opt out payments. Leonard presented the Board with a proposal to add some language for family members employed by the Village. Leonard’s proposal would allow the 2nd and subsequent family members be treated as a single plan for the opt out language and would be eligible for payments. Leonard also presented the current amounts that were paid out monthly along with the FICA costs associated to those as Trustee Will requested. Will thought the amounts should maybe be reduced by the FICA amount and he wasn’t comfortable expanding this language without some reduction. Motion to approve proposed language by Hornung, second by Price. Roll call: Hornung-yes, Streetar-yes, Price-yes, Will-no. Motion caries. 4. The Board discussed the following license application for the 2024 license period: CLASS “B” FERMENTED MALT BEVERAGES AND INTOXICATING LIQUOR LICENSES: The Stretch Restaurant W4618 County Rd Q 565 N Pioneer Road Shpendi Alimi, Agent Merrill, WI 54452 N Fond du Lac, WI 54937 Motion to approve by Hornung, second by Will. 4 ayes. Motion Carries. H. UNFINISHED BUSINESS I. NEW BUSINESS J. ADJOURMENT A motion was made by Price with a second by Will to adjourn at 6:40 P.M.- 4 ayes.
