A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Hornung, Streetar, Price and Will present. Duffy
excused
B. PLEDGE OF ALLEGIANCE
C. CITIZENS PARTICIPATION
1. Tony Hettenhaus voiced his concerns about some issues including dogs barking, grass being blown
in the street and the public works crew being understaffed. He has noticed some of the work normally
completed by the DPW is falling behind a bit. Hettenhaus had a copy of the wages, but asked to
receive a copy of the cost of benefits for employees and thought the pay was starting too low and that
step increases needed to be sooner.

1. Administrator Leonard and present Department Heads gave a summary of the weekly report along
with some updates from the County Board representatives.
F. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 12/04/2023.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
3. Approve the following operator license:

Motion to approve by Will, second by Price. 4 ayes. Motion carries.
G. ADMINISTRATIVE
1. The Board was given a short update on the current status of the State and Local Fiscal Recovery
Funds (SLFRF) in the Village of North Fond du Lac.
2. Chief Flaherty presented the proposed apparatus replacement plan for the NFDL Fire Department.
Flaherty explained the major operational change would be utilizing a new 504 to respond to vehicle
accidents instead of the current 510. This would also repurpose the new 510 for water rescue and
fire response. Flaherty presented a timeline of how the department apparatus needs have changed.
The Board agreed to have Flaherty move forward with gathering estimates for a 510 replacement
understanding that there would be at least 3 estimates. Starting the process now, it is likely that we
wouldn’t see the apparatus until 2026.
3. The Board had a brief discussion about the Municipal Building Facility Study. Trustee Will asked
if we could get a second opinion on the roof structure. Leonard said he could try to find another
firm to give an estimate.
4. The Board appointed the following Chief Inspectors and Election Inspectors for the 2024 and 2025
elections in the Village of North Fond du Lac:
Chief Inspectors: Elizabeth Kraft and Charles Hornung
Election Inspectors: Debbie Aird, JoAnn Karls, Monica Jones, Linda Stutz, Randy Stutz,
Sandra Rauls, Katie Hornung, Karen Beaman, Charlie Beaman, Richard Kawleski, Kris
Tatro, Donna Gross, Nancy Zupke, Kevin Dickie, Doug Martin, and Jenny Wirkus
Motion to approve by Price, second by Will. 3 ayes. Hornung abstained. Motion
Carries.
H. CLOSED SESSION
A motion was made by Price with a second by Hornung to go into closed session at 6:46PM. Roll call:
Hornung-yes, Streetar-yes, Price-yes, Will-yes.
1. Discussion of a personnel issue under Wisconsin State Statutes 19.85(1) (c) considering employment,
promotion, compensation or performance evaluation data of any public employee over which the governmental
body has jurisdiction or exercises responsibility.

A motion was made by Price with a second by Will to return to open session at 8:21PM. Roll call:
Hornung-yes, Streetar-yes, Price-yes, Will-yes.
