NOTICE OF PUBLIC MEETING VILLAGE OF NORTH FOND DU LAC BOARD OF TRUSTEES MONDAY, October 7, 2024 6:00 P.M. MUNICIPAL BUILDING 16 Garfield Street – NFDL AGENDA Audience members are requested to sign in on the sheet provided at the registration table. Citizens wishing to be heard on topics not listed on the agenda may speak under item C. Citizens may be allowed to speak during discussion of items listed on the agenda and are allowed three (3) minutes for comments. Disruptive discussion or profanity will not be allowed. A. Discussion and possible action on the use of State and Local Fiscal Recovery Funds (SLFRF) in the Village of North Fond du Lac. a. Prospect Avenue study update and McKinley Street intersection modifications and contract for line painting design. b. Village Entrance and Park Signs. 2. Discussion and possible action on approving the long and short-term disability insurance for 2024-2025. 3. Discussion and possible action on the 2025 Public Works, and EMS budgets. 4. Discussion and possible action on the 2025-2029 Capital Improvement Plan. 5. Discussion and possible action on 2025 Fond du Lac County Tax Collection Agreement. H. RESOLUTION 1. Discussion and possible action on Resolution-13-2024, a resolution reducing the speed limit on Prospect Avenue from 35mph to 30mph. I. ORDINANCE 1. Discussion and possible action on Ordinance-2024-08, an ordinance striking and recreating Chapter 22 of the Village of North Fond du Lac Floodplain Zoning. Second Reading. J. UNFINISHED BUSINESS K. NEW BUSINESS L. CLOSED SESSION 1. The Village Board may convene in executive session pursuant to Wis. Stats, Section 19.85 (f), considering financial, medical, social, or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. a. Consideration of an alcohol operator’s license. 2. The Village Board may convene in executive session pursuant to Wis. Stats, Section 19.85 (e), deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: a. Consideration and initial discussions of potential development. 3. The Village Board may convene in executive session pursuant to Wis. Stats, Section 19.85 (e), deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: a. Consideration of real estate purchase. After deliberating in closed session, the Board may move to reconvene in open session to take formal action on the preceding subject of closed session, if appropriate; or to conduct discussion or give consideration where the subject is not appropriate for closed session consideration.
