A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Price, and Will present.

D. ANNOUNCEMENTS
1. Fond du Lac County Executive, Sam Kaufman gave the Board an update as to what he and the
County Board have been working on and some upcoming projects.
E. PRESIDENT’S BUSINESS AND STAFF REPORTS
1. Administrator Leonard and present Department Heads gave a summary of the weekly report.
F. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 03/04/2024.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
3. Approve the hiring and promotion of the following employees: Todd Stettbacher- DPW Foreman, Jonathon
Schalk- Crewperson III-Utilities, Kaci Norton- Custodian
4. Approve the following operator licenses:
Jodi Gray-The Last Shot- Permanent Emi-Jo Barkley-The Last Shot-Permanent

Motion to approve by Will, second by Price. 5 ayes. Motion carries.
G. ADMINISTRATIVE
1. Girl Scout Troop 8206 was in attendance to ask the Village Board to allow them to place a tote or
small shed at Village Park to provide the community with various items to use at the park. This
would be part of a Bronze Award project for the Troop. Some of the items could include
basketballs, chalk, tennis racquet and balls, jump ropes, hula hoops, etc… The Board and staff had
some minor concerns with some of the items and details would have to be worked out between staff
and the Troop. The project box would be available from Memorial Day until Labor Day annually.
Motion by Hornung to approve the placement of the box at Village Park with details and
items to be approved by Village staff, second by Duffy. 5 ayes. Motion carries.
2. The Board discussed the 2024 Water, Wastewater and Stormwater Utility Budgets. Director of
Public Works, Mitch Vis, presented the budgets and answered questions. Leonard mentioned the
Stormwater Utility Budget included a $5 annual increase to the rate per ERU.
3. Chief Flaherty discussed with the Board the need for the replacement engine in 2029 and that the
process would need to start very soon if they expected delivery by 2029. Flaherty also discussed the
Command Vehicle that is in the 2025 CIP and that would also need to be ordered relatively soon to
see delivery in 2025. The Board asked Flaherty to start gathering quotes for both vehicles and bring
them back at a future meeting. Trustee Will asked Flaherty to get estimates from multiple vendors.
H. RESOLUTIONS
1. The Board discussed Resolution-01-2024 – a resolution appropriating the necessary funds for the
operation of the Water Utility of the Village of North Fond du Lac, Wisconsin, for the year 2024.
Motion by Price to approve, second by Hornung. 5 ayes. Motion carries.
2. The Board discussed Resolution-02-2024 – a resolution appropriating the necessary funds for the
operation of the Wastewater Utility of the Village of North Fond du Lac, Wisconsin, for the year
2024.
Motion by Hornung to approve, second by Duffy. 5 ayes. Motion carries.
3. The Board discussed Resolution-03-2024 – a resolution appropriating the necessary funds for the
operation of the Storm Water Utility of the Village of North Fond du Lac, Wisconsin, for the year
2024.
Motion by Duffy to approve, second by Price. 5 ayes. Motion carries.
4. The Board discussed Resolution-04-2024 – a resolution proclaiming Arbor Day in the Village of
North Fond du Lac, Wisconsin, as April 26, 2024.
Motion by Will to approve, second by Hornung. 5 ayes. Motion carries.
5. The Board discussed Resolution-05-2024 – a resolution authorizing the designation of American
Rescue Plan Act (ARPA) funds to provide an appropriation of up to $3,255 to purchase cellular data
boosters for Fire and EMS apparatus in the Village of North Fond du Lac.
Motion by Hornung to approve, second by Duffy. 5 ayes. Motion carries
