OFFICIAL MINUTES – MEETING OF April 1, 2024 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Pete Vergos- Police Chief Chuck Hornung- Trustee Heather Wegner-Library Director Ann Price – Trustee Jake Flaherty-Fire/EMS Chief Mike Will-Trustee Mitch Vis- Dir. of Public Works Others present A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Price, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS E. PRESIDENT’S BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 03/18/2024. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. Motion to approve by Will, second by Price. 5 ayes. Motion carries. G. ADMINISTRATIVE 1. The Board discussed the awarding of the bid for the McKinley Street Utility Replacement Project. Director of Public Works, Mitch Vis presented the bids to the Board. Motion by Hornung to award the bid to Robert Immel Excavating in the amount of $127,796.30, second by Duffy. 5 ayes. Motion carries. 2. The Board discussed the use of State and Local Fiscal Recovery Funds (SLFRF) in the Village of North Fond du Lac. Administrator Leonard updated the Board on the current projects and potential future projects. 3. The Board discussed the following license applications for the 2024 license period: CLASS “B” FERMENTED MALT BEVERAGE 6 MONTH LICENSE FOR THE 2024 LICENSE PERIOD (May 1, 2024-November 1, 2024): NFDL Youth Athletic Association 720 Glenwood Dr 234 Winnebago Street Donald Coats, Jr, Agent Fond du Lac, WI 54935 N Fond du Lac, WI 54937 Motion to approve by Price, second by Hornung. 5 ayes. Motion carries. H. UNFINISHED BUSINESS I. NEW BUSINESS J. CLOSED SESSION A motion was made by Price with a second by Duffy to go into a closed session at 6:19 PM. Roll Call: Duffy-yes, Hornung-yes, Streetar-yes, Price-yes, Will-yes. 1. The Village Board may convene in executive session pursuant to Wis. Stats, Section 19.85 (c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: a. Police Chief After deliberating in closed session, the Board may move to reconvene in open session to take formal action on the preceding subject of closed session, if appropriate; or to conduct discussion or give consideration where the subject is not appropriate for closed session consideration. The Board may adjourn in closed session. . A motion was made by Hornung with a second by Will to return to open session at 6:45PM. Roll call: Duffy-yes, Hornung-yes, Streetar-yes, Price-yes, Will-yes. Motion by Duffy to move the Police Chief position to pay grade 11 on the North Fond du Lac Administrative, Supervisory, & Technical Positions Pay Scale and to also place Chief Vergos at 11B on the scale effective 1/1/2024, second by Will. 5 ayes. Motion carries. L. ADJOURNMENT A motion was made by Price with a second by Duffy to adjourn at 6:47 PM.- 5 ayes.
