Village of North Fond du Lac – BOARD OF TRUSTEES

A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, and Will present.

1. Administrator Leonard and present Department Heads gave a summary of the weekly report.
F. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 07/15/2024.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
Motion to approve by Will, second by Duffy. 4 ayes. Motion carries.
G. ADMINISTRATIVE
1. The Board discussed the use of State and Local Fiscal Recovery Funds (SLFRF) in the Village of
North Fond du Lac. DPW Director Vis presented the updated park and welcome signs to the Board.
Trustee Hornung suggested that all of the signs be the aluminum cabinet type signs with faux brick.
The Board agreed and Vis will work on final details with the two pillar designs. Vis also presented
the Prospect Avenue Traffic Study to the Board. Staff recommends reducing the speed to 30mph
and changing Prospect Avenue to 2 driving lanes with a turn lane in the center and bike lanes on
both sides. Duffy questioned if the bike lanes would cause more issues. Administrator Leonard also
mentioned that the McKinley Street intersection may still need some additional work in the future
that could include a roundabout. The Board asked to start the speed limit change soon and start
working out the details of the lane change.
2. The Board discussed awarding the bid for the 2024 Asphalt Overlay Program. Vis presented the
bids.
Motion to award the contract to Northeast Asphalt for $116,198.25 by Hornung, second
by Will. 4ayes. Motion carries.
3. The Board discussed the EMS and Fire Department staffing levels for the next several years. Chief
Flaherty presented the Board with a proposal that includes adding additional full-time staff over the
next 5 years. This would include 2 more full-time EMS staff in 2025. The plan would also add 1
full-time position in 2028 and another 2 in 2029. As part of the plan, Flaherty is proposing increases
to the charges for service and per capita increases as have been done in the past. Flaherty explained
the need for additional full-time staff to help with covering vacations and sick time without the need
for overtime. Additionally, Flaherty said it is getting more difficult to find part time staff to fill
shifts and this would help cover the shifts on the second ambulance. Trustee Duffy asked for a
simple breakdown of the cost difference. Trustee Will asked about how often the City of Fond du
Lac needed to respond to our ambulance calls and also how often we respond to City ambulance
calls. President Streetar asked Flaherty what discussions have been started about the possibility of
districting in the County. Flaherty will talk to the Chiefs and approach the County about having
these discussions. The Board asked for further details about Flaherty’s proposal through future 2025
budget discussions.

employment, promotion, compensation, or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility:
a. IAFF Union Negotiations
After deliberating in closed session, the Board may move to reconvene in open session to take formal
action on the preceding subject of closed session, if appropriate; or to conduct discussion or give
consideration where the subject is not appropriate for closed session consideration. The Board may
adjourn in closed session.
A motion was made by Will with a second by Hornung to return to open session at 9:08PM. Roll call:
Duffy-yes, Hornung-yes, Streetar-yes, Will-yes.
A motion was made by Hornung with a second by Duffy to go into closed session at 9:08 PM. Roll
Call: Duffy-yes, Hornung-yes, Streetar-yes, Will-yes.
2. Village Board may convene in executive session pursuant to Wis. Stats, Section 19.85 (e),
deliberating or negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining reasons require a
closed session:
a. Consideration of real estate purchase
After deliberating in closed session, the Board may move to reconvene in open session to take formal
action on the preceding subject of closed session, if appropriate; or to conduct discussion or give
consideration where the subject is not appropriate for closed session consideration. The Board may
adjourn in closed session.
A motion was made by Duffy with a second by Streetar to return to open session at 9:18PM. Roll call:
Duffy-yes, Hornung-yes, Streetar-yes, Will-yes.
L. ADJOURNMENT
A motion was made by Streetar with a second by Will to adjourn at 9:18 PM.- 4 ayes.
